<br />At a regular meeting of the City Council, held on December 23rd, 1958, there were

<br /> The meeting was opened w~ h prayer by Mr. Breedlove.
<br />
<br /> The minu~es of the regular meeting of December 9th, 1958 and called meeting of Decem-
<br />ber 10th, 1958 were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 58-370 - "After a thorough investigation and conference with officials of lhe State
<br />Health Department, I ,a~ of the opinion that the City should proceed ~o enter into a contract %vith the State Health
<br />Depar~men~ for health services for the City of Portsmouth.
<br /> I believe under this prol~osed system that the citizens of Portsmouth would
<br />receive a broader health program with less cost to the City. To accomplish this, it would require the City Coun-
<br />cil ~o adopt a resolutio~ indicating the City's desire ro enter into a contract with the State Health Department.
<br /> If this is done, we mus~ then submit our propo~e~ budge~ for the fiscal
<br />year July ist, 1959 to Jua~e 30th, 1960. Based on this budget t.he azure Health Department will calculate our a]
<br />lotment and submit this bo the General Assembly for approval in ~heir budge~. If this is approved by the General
<br />Assembly, we would be able to use this money in our fiscal year July 1960 to June 1961.
<br /> I recommend that the City'Council adop~ the attached resolution."

<br />"WHEF~AS, it is possible ~o organize and ma~.age the Health Department
<br />of the-City of Portsmouth, Virginia, so that it wil~I be more closely
<br />aligned w/lth the Stare Hoard of Health, thereby, obtaining a more econo-
<br /> mical and efficient health service;
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth,
<br />Virginia, that the City M~nager and the Director of Public Health be and are
<br />hereby authorized and directed ~o negotiate a contract with the State Board
<br />of Health purs~aut to law with respect to~ health services in said City,
<br />such propose~ contract ~o be submitted zo this body for consideration as soon
<br />as this may be conveniently done."

<br /> Motion of Nhr. Smith ro concur in the Manager's recommendation and ~o adop~ said reso-
<br />lution ~as adopted, withbu~ dissenting vote.
<br />
<br /> 58-371,- "The members of the Board of Equalization have completed their hearings as
<br />mf December 4th, 1958. As the~e are no f~d$ in the current budget to pay the salary of these menders, it will
<br />necessitate an appropr{ation of $9,690.00~
<br /> I recommend that this be, placed on firs~ reading."
<br />

<br /> 58-372 - "The 1958 Legislature changed the method of licensing tractor ~railer com-
<br />It will ~e necessary f~ the City ro change its License Tax Ordinance to co~form to the State Law.
<br /> I recommend that the attached ordinance be placed on first reading."

<br />On motion of ~lr. Weiseman the following ordinance was placed on first reading:

<br />"AN ORDINANCE TO AMEND A_ND RE-ORDAIN SUBSECTION D OF SECTION 12 OF CHAPTER
<br />III OF THE LICENSE TAX OPOINANCE OF THE CITY OF PORTSMOUTH, RELATING TO
<br />LICENSE FEES FOR TRUCKS, TRAILERS AND SEMI-TRAILERS"
<br />
<br /> 58-373 - "Conferences have been held with the engineers and lawyers employed in the
<br />aunexation case instituted by the City of Po~t~mo~th against Norfolk County.
<br /> Since the decisioh has been rendered by the Court, it is recommlended by
<br />the engineers, the lawyers and myself that the terms and conditions of ~lnexation, as laid do~rn by the Court, be
<br />accepted. It is our belief that it is ~ital ro the survival of the City as a municipal government and necessary
<br />and expedient for the well-being of the citizens hr'Portsmouth as well as the citizens in the annexed area.
<br /> I recommehd~that the annexation attorneys be instructed to have entered
<br />the order decreeing the annexation."

<br />Notion of Mr. Welshman that this item be admitted to the agenda was adopted.

<br /> Motion of Mr. Breedlove ~o concur in the Manager's recommendation and that the City
<br />Attorney be instructed to proceed forthwith, was adopted, and by the following yore:
