October 14, 1997 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, October <br />14, 1997, there were present: <br /> <br /> Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., James T. Martin, Cameron C. Pitts, P Ward Robinett, Jr., J. <br />Thomas Benn, City Manager Ronald W. Massie, City Attorney G. Timothy <br />Oksman. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer, which was <br />folloWed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor HOlley called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to approve the <br />minutes of a Called Meeting on September 23, 1997; a Regular Meeting on <br />September 23, 1997; and was adopted by unanimous vote. <br /> <br />97 - 273 - Presentations: <br /> <br /> · Presentation to Kenneth Wheeler, Director of Marketing, <br /> Museums, and Tourism, for two 1997 national awards: a Silver <br /> Circle Award for Newsletters and a Certificate of Excellence for <br /> Communications Planning from the City-COunty Communications <br /> and Marketing Association (3CMA). <br /> <br />· Proclamation presented to Ethel Robinson and Lois Ferguson for <br /> "Walk for Hope Day." <br /> <br />· Proclamation presented to Dan Evans for "Check Your Smoke <br /> Detector Day." <br /> <br />· Presentation of special lapel pins to newly appointed boards and <br /> commissions members. <br /> <br />- PUBLIC HEARING - <br /> <br />97-274 <br /> <br />- Joint public hearing with the Portsmouth Redevelopment and <br />Housing Authority to consider proposed Plan Amendments to the <br />No. 28 Crawford Conservation and Redevelopment Plan and No. 8 <br />to the Park View Conservation and Redevelopment Plan and No. 1 <br />to the Shea Terrace Conservation and RedeveloPment Plan, <br />proposed changes or additions to existing plans, the 1998 Action <br />Plan, and the 5 Year Consolidated Plan (1998 - 2002). <br /> <br /> 1. Harvey N. Johnson, Jr., 2400 Palmer Street, President of <br /> NIMEA, requested delay of Community Development Block <br /> Grant funding until an appropriate hearing on the Galaxy <br /> Project can be scheduled. <br /> <br />Carleen Smith, 166 Webster Avenue, spoke in support of the <br />Park View Conservation and Redevelopment Plan as it relates <br />to Park View and Scott,s Creek. <br /> <br />Martin Smith-Rodden, 1731 Baron Street, spoke in support of <br />Community Development Block Grant funding of Scott's Creek <br />projects. <br /> <br />4. Geneva Gray, 5732 Hawthorne Lane, requested 632 High Street <br /> be removed from the Crawford Conservation Plan. <br /> <br /> <br />
