December 11, 2001 <br /> <br /> 5. Non-Arbitraqe Certificate and Tax Covenants. The Chief Financial Officer of <br />the City and such officers and agents of the City as she may designate are authorized <br />and directed to execute a Non-Arbitrage Certificate and Tax Covenants setting forth the <br />expected use and investment of the proceeds of the Note and containing such <br />covenants as may be necessary in order to comply with the provisions of the Internal <br />Revenue Code of 1986, as amended ("Code"), including the provisions of Section 148 <br />of the Code and applicable regulations relating to "arbitrage bonds." <br /> <br /> 6. Further Actions. The City Manager and the Chief Financial Officer of the City <br />and such officers and agents of the City as either of them may designate are authorized <br />and directed to take such further action as they deem necessary regarding the issuance <br />and sale of the Note and all actions taken by such officers and agents in connection <br />with the issuance and sale of the Note are ratified and confirmed. <br /> <br /> 7. Effective Date; Applicable Law. This Resolution shall take effect immediately. <br />The Council elects to issue the Note pursuant to the provisions of the Public Finance <br />Act of 1991, Chapter 26, Title 15.2, Code of Virginia of 1950, as amended, in <br />accordance with Section 15.2-2601 of such Act." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 346 - Adoption of a motion to transfer $69,780 from the Grants Contingency <br />Account for the purchase of an ambulance and for Advanced Life Support (ALS) training <br />classes for emergency medical services staff. <br /> <br />The City's 50% share of the cost for the purchase of the ambulance is $31,690 <br />and is budgeted in the vehicle replacement fund. No local match is required for <br />the training funds awarded in the amount of $6,400. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $69,780 from the Grants Contingency Account for <br />Emergency Medical Services. <br /> <br />Purpose and Need: <br /> <br />· The City has been awarded a grant from the Office of Emergency Medical Services. <br />This grant will be used to purchase an ambulance and for Advanced Life Support (ALS) <br />training classes. <br /> <br />· The grant awarded $31,690 towards the purchase of the ambulance with a 50% <br />local match ($31,690) required. In addition, the grant also provided for Advanced Life <br />Support training in the amount of $6,400 with no local match required. <br /> <br />Financial Impact: <br /> <br />· The City's 50% share of the cost for the purchase of the ambulance is $31,690 and <br />is budgeted in the vehicle replacement fund. <br /> <br />· No local match is required for the training funds awarded in the amount of $6,400. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Robinett, to transfer $69,780 <br />from the Grants Contingency Account for the purchase of an ambulance and for <br />Advanced Life Support (ALS) training classes for emergency medical services staff, and <br />was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 347 - Adoption of a motion to transfer $271,740 from the Grants Contingency <br />Account for a three-year Supportive Housing Program (SliP) grant awarded by the <br />Department of Housing and Urban Development (HUD). <br /> <br /> <br />
