December 11, 2001 <br /> <br />(d) UP-01-28 <br /> <br />DOWNTOWN NEIGHBORHOOD - Terrence Webb requests a use <br />permit to operate a restaurant at 233 High Street. The <br />Comprehensive Plan recommends commercial development of the <br />area. <br /> <br />1. Herman Weaver, P. O. Box 541, spoke in support of the use permit. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to defer consideration of <br />UP-01-28 to the public hearing meeting of February 12, 2002. <br /> <br /> Substitute motion by Mr. Griffin, and seconded by Mr. Moody, to defer <br />consideration of UP-01-28 to the public hearing meeting of January 8, 2002, and was <br />adopted by unanimous vote. <br /> <br />(e) CA-01-03 <br /> <br />CITYVVlDE - The City of Portsmouth requests a Code Amendment <br />to Chapter 40 of the Zoning Ordinance amending the Use Table to <br />include Industrial Launderers in the Commercial Park and Industrial <br />Zoning districts. <br /> <br /> Motion by Mr. Whitehurst, and seconded by <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Mr. Moody, to concur with the <br />CA-01-03 be approved on first <br /> <br />- City Manager's Report - <br /> <br />01 - 343 - Adoption of an ordinance to appropriate $877,000 of accumulated <br />unexpended State funds in the Behavioral Healthcare Fund to assist in funding the <br />construction of a new facility in the 1800 block of High Street. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $877,000 of the accumulated unexpended <br />State funds in the Behavioral Healthcare Services Fund for the construction of a new <br />facility in the 1800 block of High Street. <br /> <br />Purpose and Need: <br /> <br />· These funds will be used to purchase the proposed site and pay for the construction <br />of a new Behavioral Healthcare Services facility in the 1800 block of High Street. <br /> <br />Financial Impact: <br /> <br />· Lease payments for the present facilities located at Crawford Street (BB&T Bank <br />building) and High Street (Professional Building) will be eliminated with the opening of <br />the new facility. <br /> <br />· There will be no negative impact on either the Capital Improvement Plan or the <br />Annual Operating Budget. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $877,000 IN THE BEHAVIORAL HEALTHCARE <br />SERVICES FUND TO ASSIST IN FUNDING THE CONSTRUCTION OF A NEW <br />FACILITY IN THE 1800 BLOCK OF HIGH STREET." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 344 - Adoption of an ordinance to amend Chapter 37 of the Code of the City of <br />Portsmouth regarding vehicles for hire to change the taxicab fraction of waiting time and <br />rate from $.25 per minute to $.30 per ninety seconds. <br /> <br />This waiting time rate increases the hourly cost for taxicabs from $9 per hour to <br />$12 per hour as previously approved by City Council. <br /> <br /> <br />
