December 11, 2001 (d) UP-01-28 DOWNTOWN NEIGHBORHOOD - Terrence Webb requests a use permit to operate a restaurant at 233 High Street. The Comprehensive Plan recommends commercial development of the area. 1. Herman Weaver, P. O. Box 541, spoke in support of the use permit. Motion by Mr. Pitts, and seconded by Mr. Moody, to defer consideration of UP-01-28 to the public hearing meeting of February 12, 2002. Substitute motion by Mr. Griffin, and seconded by Mr. Moody, to defer consideration of UP-01-28 to the public hearing meeting of January 8, 2002, and was adopted by unanimous vote. (e) CA-01-03 CITYVVlDE - The City of Portsmouth requests a Code Amendment to Chapter 40 of the Zoning Ordinance amending the Use Table to include Industrial Launderers in the Commercial Park and Industrial Zoning districts. Motion by Mr. Whitehurst, and seconded by recommendation of the Planning Commission that reading, and was adopted by unanimous vote. Mr. Moody, to concur with the CA-01-03 be approved on first - City Manager's Report - 01 - 343 - Adoption of an ordinance to appropriate $877,000 of accumulated unexpended State funds in the Behavioral Healthcare Fund to assist in funding the construction of a new facility in the 1800 block of High Street. Recommendation: · Adoption of an ordinance to appropriate $877,000 of the accumulated unexpended State funds in the Behavioral Healthcare Services Fund for the construction of a new facility in the 1800 block of High Street. Purpose and Need: · These funds will be used to purchase the proposed site and pay for the construction of a new Behavioral Healthcare Services facility in the 1800 block of High Street. Financial Impact: · Lease payments for the present facilities located at Crawford Street (BB&T Bank building) and High Street (Professional Building) will be eliminated with the opening of the new facility. · There will be no negative impact on either the Capital Improvement Plan or the Annual Operating Budget. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $877,000 IN THE BEHAVIORAL HEALTHCARE SERVICES FUND TO ASSIST IN FUNDING THE CONSTRUCTION OF A NEW FACILITY IN THE 1800 BLOCK OF HIGH STREET." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 01 - 344 - Adoption of an ordinance to amend Chapter 37 of the Code of the City of Portsmouth regarding vehicles for hire to change the taxicab fraction of waiting time and rate from $.25 per minute to $.30 per ninety seconds. This waiting time rate increases the hourly cost for taxicabs from $9 per hour to $12 per hour as previously approved by City Council.
