December 11, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, December 11, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Assistant City Manager C. W. McCoy, City Attorney Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on November 27, 2001, a Regular Meeting on November 27, 2001, and <br />a Called Meeting on November 28, 2001, and was adopted by unanimous vote. <br /> <br />01 - 341 - Presentations: <br /> <br />Proclamation presented to Joe Chopt for "Homeless Persons' Awareness Day". <br /> <br />Presentation of 5-year service pins to Mayor Holley and Councilman Benn. <br /> <br />- Public Hearing - <br /> <br />01 - 286 - Public hearing on use permit and code amendment applications: <br /> <br />(a) UP-01-23 <br /> <br />COLLINSWOOD NEIGHBORHOOD -West Side Christian Church <br />requests a use permit to expand their day care facility at 535 <br />Cherokee Road. The property is zoned Residential RS-75. The <br />Comprehensive Plan recommends single-family residential uses in <br />this area. <br /> <br />1. Tom Larson, 4207, Newport Avenue, Norfolk, spoke in support of the use permit. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-01-23 be approved with a change <br />to the proffer(s) for all interior operations of the facility to be conducted 6:00 a.m. to <br />6:00 p.m. and for all outdoor activities to be conducted 8:00 a.m. to 6:00 p.m., and was <br />adopted by unanimous vote on first reading. <br /> <br />(b) UP-01-25 <br /> <br />DOWNTOWN NEIGHBORHOOD - Mount Olivet Baptist Church <br />requests a use permit to operate a before and after school day care <br />at 100 County Street. The Comprehensive Plan recommends <br />commercial development of this area. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-01-23 be approved with a change <br />to the proffer(s) for all interior operations of the facility to be conducted 6:00 a.m. to <br />6:00 p.m. and for all outdoor activities to be conducted 8:00 a.m. to 6:00 p.m., and was <br />adopted by unanimous vote on first reading. <br /> <br />(c) UP-01-26 <br /> <br />DOWNTOWN NEIGHBORHOOD - Zion Baptist Church requests a <br />use permit to operate an adult day care center at 633 High Street. <br />The Comprehensive Plan recommends commercial development of <br />this area. <br /> <br />1. Rev J. Michael Little, 5 Sailfish Street, spoke in support of the use permit. <br /> <br />2. Kathleen Blanchard, 6340 Center Drive, Norfolk, spoke in support of the use permit. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-01-23 be approved with a change <br />to the proffer(s) for all interior operations of the facility to be conducted 6:00 a.m. to <br />6:00 p.m. and for all outdoor activities to be conducted 8:00 a.m. to 6:00 p.m., and was <br />adopted by a vote of 6-0-1 on first reading. (Mr. Robinett abstained because of <br />employer direct interest.) <br /> <br /> <br />
