At a regular meeting of the City Council, held on January 13th, 1959, there were

<br />The meeting was opened with prayer by Mr. Ottavio, City Auditor.
<br />
<br />Minutes of the regular me,ting of December 23rd, 19~ were read and approved.
<br />The following reports from the City Manager were read:
<br />
<br /> 59-1 - "I am reporting that the $850,000.00 bonds dated January 1st, 1959 have been
<br />delivered and the money deposited to the credit of the 'City of Portsmouth.
<br />
<br /> I recommend that the following authorized expenditures for these funds be
<br />approved:
<br />
<br />$120,000.00 for the Seaboard Building
<br /> 300,000.00 for the purchase of waterfront property
<br /> 60,000.00 for drainage - nurbs and gutters - Mid-City Shopping Center
<br /> 370,000.00 for Highway improvements."
<br />
<br /> Notion of Mr. Weiseman to concur in the reco~uendation of the City Manager was
<br />adopted, without dissenting vote.
<br />
<br /> 59-2 - "I am submitting a report from the office of the City Collector with ref-
<br />erence to adjustments made by the Equalization Board and by the City Assessor:

<br /> Motion ofMr. Weiseman that this be received as infommation and filed, was adopted.

<br /> 59-3 - "The following have requested a refund of their pension contributions paid
<br />into the Police Pension Fund prior to January 1st. 1957 when the present Fire and Police Pension System was in -
<br />stalled.
<br /> It has been the policy of previous city Councils to refund one-half of the
<br />individuals' contribution as prescribedunder Chapter 19of the City Code before emended.
<br />
<br /> 1. Theodore Urffer $73.00
<br /> 2. Mary Elizabeth Farmer, widow of Charles W. Farmer $132.72
<br /> 3. John H West $55.30
<br /> This will require au appropriation .of $261.02. You may approve this on
<br />on reading with. a roll call vote since it is less than $1,000.00, I recommend approval."

<br /> Motion of Mr. ~alker that the recommendation be 'approved and that $261.02 be ap -
<br />propriated for s~id purpose, was adopted, and by the following vote:

<br />59-4 - "A request for an adoption of four ordinances submitted by the Portsmouth
<br />City Employees Local Union No. 733 was referred to me az a previous Council meeting. I wish to report as follows
<br /> 'Request No. 1. Any employee who reports on time for regularly scheduled work and who has not been
<br />notified to remain away shall either be given a mimimem of four hours work at his regular rate of pay or in lieu
<br />thereof shall receive an allowance of four hours thereof at his regular ra~e.
<br />
<br /> It has been the policy that when employees reported on time for regularly scheduled
<br />work and were unable To work, to give them one hour's pay.'
<br /> I am recommending that if an employee reports for work on time and he has not been
<br />notified To remain away from work, that he be given a minimum of two hours pay if conditions are such that he
<br />can not go to work.
<br />
<br /> ' Request No. 2. Every City employee entitled To vote at any election, on the day which any election
<br />shall be held, ~hether City, County, State or National, shall, on written demand of his Department head, by
<br />such employee be given some period of three h~urs or more, if necessary, between the opening and closing of the
<br />polls on said day for the purpose .of enabling such person to repair To the place of voting to cast his vote and
<br />return and he shall net be liable to any penalty and no deduction from his usual salary or wages on account of
<br />
<br /> At the present time, the polls are open from 6:00 A.M. To 7:00 P.M. The normal working
<br />day for an employee is eight hours.
<br />
<br /> I do not recommend ~hat we make ~ay change in our present method.
<br /> 'Request No.3. Any employee who ha~ a death in his immediate femily will upon request be granted an
<br />excused absence for such reasonable time as is needed for the purpose of attending the funeral and not to exceed
<br />three days of such absence shall be with pay at his regular rate. Au employee's immediate femily will include
<br />
<br /> At the present time, if an employee on a per diem basis is absent due to a death in
<br />the femily, he is allowed to charge,lis time to his vacation.
<br /> I recommend that a per diem employee be granted two days if there is a death in the
<br />
<br />
