Linebery to rezone property located 1~0 ft. pas~ the northwest intersection of Race St. and Haliiax ~ve., beginning at this point extending in a westerly direction for 80 ~t. on the north side of Race St. an~ having a depth of 108.5 ft. lots 1~ and 14~ Application to rezone from B- Single .Family Dwelling District to D - Multiple Family Dwelling Digtrict. Barclay,Sr. and Mr. Jo& Garner spoke'for the application. Motion of Mr. Weiseman to concur ~n the recommendation of the Planning Commissioa to approve on first reading, wasadopted, without dis~enting~ote. 2. The application of S.H. Johnson,, E.F. Jol~nston and Mary. E. Flick° Motion of Mr, Weiseman to concur in the recommendation of the Planning Commission to approve on first reading, was adopted, ~ithour dissenting vote; 3; The proper~y of George T. McLean Industries, Inc. at garrison and Second Sts. Mr. Vincent Parker, representing the McLean Company.spoke for the application. Mrs. Ethel F. Arme~t spoke against the application and presented the £ollowlng petition: "We, the undersigned, wish a~ this time to vigorously oppose ~oning for heavy industry, or any combustible material, the southeast intersection of ~arrison and Second Sts., or any portion surrounding that area, for hazardous reasons, as well as depreciating property values, we urgently hope this petition will bring forth due consideration. The application of Delores Brown Waters. Motion of Mr. Seward re concuJ¢ in the recommendation of the Planning CommiSsion to approv~ on first reading, was adopted, without dissenting vote. 5. Lineherry's application. Mr. Barclay and Mr. Lineberry.spoke for the application. Motion of Mr. Weiseman that this application be referred bac~ to the Planning Commission wi~h the request that the Commission consider granting E Transitional zonin~ for this property and that action be taken at the CommiSsinn's next meeting, was adopted, without dissenting vo~e. The following reports ~rom the City Manager were read: 59-33 - "The Committee appointed by the Mayor ¢omeet with representatives from the com mnnities of South Nor£01k,Virginia Beach, Norfolk Couait~, Princess ~n~e Co~u~y and Nanzem~nd Country, held a mee¢- ingon February 3rd, 1959, concerning the establishmen~ of a Joint Jail Farm System. It was decided at this meetin~ ~o report back to the governing bodies requesting the appointment of 'two members from each community on a committe~, this committee ~ s~udy the esta~lislnuen~ of a Jail Farm System and report back to the governing bqdies the feasibility of establishing such a system. It is proper at this time ~or the CounCil to appoint two members to represent the City o~ Portsmouth on this committee. On ~otion of Mr. Weiseman, ~r. Baker~andMr. Bartlett were appointed to said committee, without dissenting vote. 59-34 - "The term of ~..~..Nix on the Portsmouth Port CommisSion expired December 31st, 1958. This term of o~ico is for a five year period. It is proper ~o elect a member ~o this Commission at this time." Motion of Mr. Bartlett to go into the election of a member o~ the Portsmouth Port Com- mission, was adopted.
