The Mayor requested Father MacEleney and ~. <br />that the property be sold, stating their highest bid. <br /> <br />Shonklin to make a reqnesz in writing <br /> <br /> Hotion of Hr. Wei~eman to concnr in the request of the Hayer was adopted, wzthout dis - <br />senting vote. <br /> 59-72 - The request of the Commissioner of Revenue for refund of personal properzy tax <br />· n the amount of $2.$9 to Richard Bailey, placed on first reading at last meeting, was taken up. <br /> On motion o£~r. Bartlett, said refund was approve8 on second reading, without dissent- <br />ing vote. <br /> <br /> 59-?S - The request of the Commissioner of Revenue for refund of personal property <br />in the emount of $$2.07 To D.L. Peterson, placed on first reading at last meeting, was taken <br /> On motion of Nr. Breedlove, said refund ~as approved on second reading, without dis - <br />senting vote. <br /> <br /> 59-71 - Bill of H.P. Barber in the a~loun~ of Sg0.4Mt, for chickens destroyed by dogs, <br />which was referred back to the G~e W~urden for proper certification was presented, properly certified. <br /> On motion of ~r. ~nith, the City Treasurer was authorized zo pay said bill from funds <br />in her hands from collection of Dog Taxes, without dissenting vote. <br /> <br />NEW BUSINESS <br /> <br /> 59-86 - The question of return zo the permanent assessor system, brought up az the re- <br />quesz of Mr. Bartlett, was tabled until the next Council meeting, without dissenting vote. <br /> <br />59-87 - The following communication from the Commissioner of Revenue was read: <br /> <br /> "Please be advised that C.A. Luman was assessed for tangible personal properzy in the <br />City of ROrtsmonth in 1958 with zaxes amounting to' $8.25. Our investigation reveals that he was not liable for <br />taxes due to his military status. <br /> The taxpayer has paid the original ts~ notice #93?2 as evidenced by his receipted tax <br />bill.As this is definitely an erroneous assessmen~ we sincerely request that a refund in the amount of ~8.25 be <br />made ro the taxpayer." <br /> <br />On motion of P~r. Weiseman, said refund was placed on first reading. <br /> <br />59-88 - The following communication from the Commissioner of Revenue was read: <br /> <br /> "Please be advised that Jake D. Miller has been assessed for tangible personal propert~ <br />valued for $1,670.00 with zaxes amounting to $45.9g. Our investigation reveals ~hat the correct .~ssessment shonl, <br />have been $1,620.00 with taxes amounting to $44.55, representing-an over-assessment in taxes amounting to <br /> The taxpayer has paid the original zmx notice as evidenced by this inclosed receipt. <br />As this is definitely an overpayment of $1.$8, we sincerely request that a refund in this amount he made to!the <br />taxpayer. <br /> On motion of Hr. S~ith, said refund was placed on first reading. <br /> <br />59-89 - The following resolution was read: <br /> <br />'~HEREAS, the United States Army Corps of Engineers, which is charged <br />with the responsibility of maintaining and operating the Dismal Swamp <br />Canal, as same extends from a point near the City of Portsmouth through <br />Norfolk County into eastern North Ca~rolina, joining the Elizabeth and <br />Pasquotank Rivers, has announced its intention zo cease maintenance of <br />the ssme; and <br /> <br />%VHEREAS, the said Dismal Swamp Canal is a,vital alternate link in the <br />intsrceastal waterways extending along the east cost of the United <br />States, and therefore ~s of major importamce to the present and[fmture <br />economi= life of the territory served by it, and of unquestioned impor - <br />tance to'the national defense; and <br /> <br />WH~5%EAS, the said Dismal Swamp Canal is the oldest existing artificial <br />waterway ~n the United States, having been originally promoted by George <br />Washington and Patrick Henry, and therefore is of tremendous historical <br />interest, attracting numerous tourists to the area, and <br /> <br />WIIEREAS, the said Dismal Swamp Canal provides a source of livelihood and <br />recreation for thousands of people throughout the eastern United States, <br /> <br />NOW, TI~EREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that continued operation and maintenance of the Dismal Swamp <br />Canal by the United States Army Corps of Engineers as a part of the <br />federal system ~of intercoastal waterways is of great importance to the <br />entire easzern United States and the national defense effort, and that <br />~bandonment of said canal would adversely affect the economy of easzern <br />Virgmnia. <br /> <br />BE IT FURTt{ER RESOLVED that a certified copy of these resolutions be <br />forwarded by the City Clerk to the Congressman and Senators representing <br /> <br /> <br />
