<br />On motion of Mr. Bartlett, the following ordinance was placed on first reading:

<br />"AN ORDINA/~CE TO AMEND CHAPTER I, SECTION 19, OF THE LICENSE TAX ORDINANCE
<br /> OF TPIE CITY OF PORTSMOUTH, ADOPTED FEBRUARY 15, 1955', AS AMENDED, TO PROVIDE
<br /> A PENALTY OF TEN PER CENTU~ (10%) WITH A MINIMUM OF TWO DOLLARS ($2.00), FOR
<br /> LATE PAYMENT"

<br /> 59-82 - "I was scheduled to make a report on the One-Way streets at this meeting.
<br /> I have not received the information I had-anticipated and I am requesting
<br />that this matter he deferred until the ne×t meeting."

<br /> 59-83 - "The matter of angle parking on Court St., referred ~o me at the last Council
<br />meeting~ has been considered: I reconmlend that the Harbor Cou~t Hotel be allowed angle parkingG~the west side of
<br />Court St., on a temporary basis. By a temporary basis, ! mean sufficient time to allow the Hotel to make other
<br />arrangements for parking."

<br /> Aiotion of Mr. Smith to concur in the City Manager's recommendation was adopted,without
<br />dissenting vote.
<br /> 59-84 - "l~e Tidewater Drama Association's requesE for $5,000.00 to enable the Asso-
<br />ciation to open the play "The Confederacy", has been considered.
<br /> I recommend that we lend the Association the $5,000.00 with the stipulation
<br />that it must be repaid from the cmrrent receipts of this year's operation."

<br /> Motion of Mr.Weiseman to concur in the City Manager's recommendation was adopted, with
<br />out dissenting vo~e~ with the understanding that written evidence will be obtained.
<br />
<br /> 59-85- "I am submitting the following lease between the United States of America and
<br />the City of Portsmo~h. ~his lease is fop the installation of s navigation light on the northeas~ corner of the
<br />old Seaboard Airline Railroad Pier No. 10. This covers an area of 550 square feet and the term of lease is for
<br />one year ~o be renewed at the option of the Government from year to year and may be terminated by either party
<br />after the expiration of tk~ first year upon ninety days written notice."

<br />PROPERTY AND U3kCHINERY WITHIN THE LIMITS OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />FOR T~ PURPOSE OF RAISING REVENUE FOR THE SUPPORT-OF THE GOVERNMENT AND THE
<br />PUBLIC FREE SCHOOLS AND TO PAY INTEREST AND SINKING FUND ON THE PUBLIC DEBT
<br />FOR THEY EAR BEGINNING JANUARY 1, 1959"

<br />OF PORTSMOUTH FOR THE YEAR 1959 AND ANNUALLY THEREAFTER, FIXING THERATE
<br /> AND REQUIRING THE PAYMENT THEREOF, REQUIRING CERTAIN REPORTS AND PRESCRIBING
<br /> PENALTIES FOR THE VIOLATION THEREOF"

<br />There was only one bid in the amount of $15,000.00.
