At a regular meeting of the City Council, held on April 28th, <br /> <br />B.W. Baker, A.C. Bartlett, W.R. Breedlove, R.B. Se ward, R. <br />George R, Walker, R. E. Weiseman, A.P. <br />J.S.Livesay, Jr., City Attorney. <br /> <br /> 1959, there were present:I <br /> <br /> Irvine Smith, <br />Johnson,Jr., City Manager, and <br /> <br />The .meetihgwas opened with prayer by Mr. Baker. <br /> <br />Minutes of the regular meeting of April l~th, 1959 were read and approved. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 59-110 - "I am submitting the attached agreement with the Western Union Telegraph <br />Company and recommend that the proper city officials be authorized to sign. <br /> <br /> This agreement is in reference to Western Union cable crossing the property <br />·hat the.City acquired from the Seaboard AirLine Railroad. It provides that the cables must be relocated at <br />the owner's expense upon direction of the City, should future use and development of the property make this <br /> <br /> Motion of Mr. Walker that the agreement be approved and the proper city officials be <br />authorized ~o sign s~me, was adopted, without dissenting Mote. <br /> <br /> 59-111 - "I am submittingthe attached easement agreement with the Virginia Electric <br />and Power Company and recommend that . the proper city officials be authorized to sign. This is an agreement <br />similar to the previous one with the Western Union Telegraph Company concerning power lines crossing the City <br />proper~y required from the Seaboard Air Line Railroad Company. This agreement ~lso provides that the power <br />lines must be relocated at the owner's expense upon direction of the City, should any~future use and develop - <br />ment of the property make this necessary." <br /> <br />city officials be authorized to sign the agre~ ent was adopted, without dissenting vo~e. <br /> <br /> 59~112 = "I submit the attached agreement with Thomas J Lipton, Incorporated and <br />recommend~that the proper ci~ officials be authorized to sign. This agreement grants the City the right to <br />use Thomas J. Lipton's property for flooding purposes when Lake Meade is filled." <br /> <br /> MotioD of Mr. Smith To concur in the-City Manager's recommendation and that proper <br />city officials be authorized to sign the agreement, was adopted. <br /> <br /> 59-113 - "The matter of the type of curb to be used in the Mid City Shopping Center <br />referred ~o me at the last meeting of Council, has been investSgated. I have attached drawings of the two <br />types of curbs to show a comparison. While the Bide-A-Wee type of curb is slightly less in cost, the standard <br />curb is two inches higher. There would be a difference of ~367.28 in 5,700 lineal feet of curbing required for <br />the Shopping Center Project dr a difference of approximately $0.06 per foot, The contractor advises us that <br />there would be no difference in the cost of installing the curbs as far as labor isinvolved. The Bide-A-Wee <br />typeof curb permits easier crossing by.automobiles and~i~this would create, a traffic hazard in not having defi- <br />nite entrances to the parking lot of the Shopping Center. I recommend!that we use the standard curb on this <br />project." <br /> <br /> Motion of Mr. Bartlett to concur in the recommendation of-the City Manager and to <br />award;~he contract to Viola Brothers, was adopted, without dissentingr~ote. <br /> <br /> 59-t14 - "The Tidewater Historical Dram~Association was advised of the conditions <br />under ~which theCity would advance $5,000,00~to aid in opening the play "The Confederacy". Mr. Hofheimer ~n - <br />formed me that the Association would be unable ~o sign a note for the $5.000,00, nor would they be able to <br />guarantee the repayment of this money.by the close of the season. This is submitted for your information." <br /> <br />without dissenting vo~e. <br /> <br />Motion~ of Mr. B.reedlove bhat.this be received as ~information and filed, was adopted, <br /> <br /> 59-115 "I have investigated the possibility of installing a boat ramp at the <br />foot of London St. The Corps of Engineers advised me that it will be necessary to submi~ a plan as to the type <br />of construction and footing that would be used at the end o£ this ramp. There is also a storm drain that <br />would have to be extended ~o accomplish this project. I have also ~alked with a few boat owners and their <br />objection to ~his location was having ~o pull their boats through the traffic and then having no place ~o <br />park during the week. <br /> I recommend that the ma~ter of constructing a boat ramp at this locatio <br />be referred back to theCity Manager for £urther study and investigation. <br /> <br /> I have studied other locations for the construction of boat ramps and <br />find that they would he suitable £or small boats, but not the ones 16 ft. long, or over, the;lw~ter being too <br />shallow for these larger boats. The foot of ~ddle St. would be a good ~ocation for a project of this type <br />where there is already available a parking lot. <br /> <br /> I ~e¢~mmend that where it is feasible, we construct these ramps for <br />~he l~unching of boats." <br /> <br /> Motion of Mr. Smith to concur ~n the recommendation of tke City Manager that this <br />matter be referred back to him for further study and investigation, was adopted, without dissenting vote. <br /> <br /> 59-116 - '~After conferring with the Director of Public Works, I believe the best <br />method of preserving the.marke~ at Queen and Middle Sts. ~s to pave the sidewalks surrounding this marker, <br />also a s~one plaque with the proper mnscription such as the one at High;and Crawford Sts. be installed in the <br />concrete sidewalk. There are sufficient funds in the Sidewalk Account to accomplish ~ki~work." <br /> <br /> Motion of Mr. Weiseman to concur in the recon~endation of the City Manager was <br />adopted, without dissenting vote. <br /> <br /> <br />
