<br /> for authority to merge the latter into the former; and
<br /> WHEREAS, ~arge numbers of employees of the aforesaid railroads reside within
<br />the City o~ Portsmouth, although there are a~ present no physical properties of
<br />eithe9 o~ said r~iitraads within the presenz corporate limits, and
<br /> WHEREAS, the proposed: merger will, in the opinion of thi~;Council, adversely
<br />affect the continued operation of Norfolk and Portsmouth Belt Line Railroad
<br />Company, which railroad is a vital link in the system of railroad ~ransporta -
<br />tion~serving the City of Portsmouth and the harbor of HamPton Roads.

<br />adopted with the Council standing, honoring the memory ofMr. Sturtevant:

<br /> of his time and talents in conducting the affairs of this City and its

<br /> WHEREAS, in addition to his aforesaid tenure of office, E.Robie Sturtevant

<br /> faithful participation in numerous religious, civic and fraternal organiza-
