AuguSt llth, 1959. <br /> <br />At a regular meeting of the City Council, held on August llth, 1959, there were present: <br />B.W. Baker, A.C. Bartlett, W.R. Breedlove, R. B. Seward, R. Irvine Smith, <br />Geo. g. W~alker, H.E. Weiseman, A.P. Johnson,Jr., City Manager, and J.S. <br />Livesay, Fr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Walker.. <br />Minutes of the regular meeting of July 2S.th, 1959 were read and approved. <br /> <br /> The following reports from the City Manager were read: <br /> 59-208 - "I submit herewith the Operational Survival Plan for the City of Portsmouth <br />under our Civil Defense Program . The objective of this plan is to develop within th City Goverrnnent a capa- <br />city for leadership which will insure swift and effective action by Govermnent during a Civil Defense emergency.] <br /> The pDrpose of this plan i~ to provide a foundation from which future pla~ling <br />can emanate and preparations for implementation can be made. ~ recommend that the Council approve this plan for <br />the City of Portsmouth." <br /> Molion of Mr. Weiseman to approve the recommendation of the City Manager, was adopted, <br />without dissenting vote. <br /> <br /> 59-209 - "I submit the attached ordinance and recommend that it be placed on first read- <br />lng. This ordinance makes the block of London Street, betweenWater and Qrawford S~reets a t~o-way street and <br />also changes Water Street to a two-way street, between London. and North Streets. This change is necessary[due <br />to the construction of t~ new Federal building. <br /> With the location of the parking lot on Wster St., a~ times, London and Water <br />Sts. wilkl be the only available entrances to this lot." <br /> Motion of ~r. ~mith to concur in the Manager's recon~endation and that the following ordi- <br /> nance be placed on first reading wss adopted, without dissenting vo~e: <br /> "AN ORDINANCE TO AMEND SECTIONS 30-138 and 30-142.2 OF THE CODE OF THE CITY <br /> OF PORTSMOUTH, VIRGINIA, 1951, ~SAFiENDED, RELATING TO~ONE-WAY TRAFFIC ON <br /> CERTAIN PORTIONS OF LONDON STREET AND WATER STREET" <br /> 59-210 - "I submit the State Auditor's Repor~ on the audit of the Clerk of the Circuit <br /> Cou~t's~ office. This is for your information." <br /> <br /> Motion of Mr. Bartlett that the report be accepted, was adopted, without dissenting vote. <br /> <br /> 59-21L\- "I submit the budget estimates for the Department of Public Welfare for tke~bi- <br /> ennium beginning July 1st, 1960. These estimates are required to be submitted ~o the State Department of Wet- <br /> fare and Institutions prior to September 1st, 1959. This ~s necessary in order that the Sta~e Welfare Depart- <br /> men~ can submit its request ~o the General Assembly at its 1960 session. <br /> The estimates cover a Ewo year period beginning July 1st, 1960. These are <br /> tentative figures and the City Council is not bound ~o Ehem whe~ the annual budget is submitted. <br /> Motion of Mr. ~eiseraan to defer until the next meeting was adopted, without dissenting <br /> <br />vote, <br /> <br />merit for the month of September, <br /> <br />59-212 - "I submit the attached ordinance appropr%ating funds to operase the City Govern~ <br /> 1959. Weiseman, the following ordinance was placed on first reading, without <br /> <br />"AN ORDINANCE TO APPROPRIATE $252,800.00 FROM THE:~ENERAL CAPITAL <br />IMPROVEMENT F~ND FOR THE PURPOSESOF DRAINAGE-CURBS AND GUTTERS AND <br />AUTOME~rIVE EQUIPMENT" <br /> <br /> 59-213 - "I submit ~he attached agreemen~ between the Atlantic Coast Line Railroad <br />Company and the City of Portsmouth. This agreemen~ is ~n reference ~o the ~nstruction of a 2 inch wa~er line <br />Gear Suffolk, Vs., which has been requested by the Nansemond County Board of Supervisors.
