August 25th, 1959 <br /> <br />dissenting vo~e: <br /> <br />interstate highway for vehicles proceeding to the downtown area <br /> of Portsmouth; and <br />WHEREAS, the federal laws with respect to the design and construc- <br />tion of the interstate highway system provide that equal consider- <br />ation be given to the needs of local traffic movement; and <br />WHEREAS, direct and convenient access td the downtown area of Ports- <br />mouth may be provided by appropriate redesigning of the interchange <br />facilities situate between Effingham and~Washington Streets in slid <br />city, <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Ports- <br />mouth,V irginia, that the Virginia State Highway Commission and the <br />Bureau of Public Roads of the Department of Commerce are respectfully <br />urged to reconsider the design features of the aforementioned section <br />of Federal Interstate Route 64 with the view of providing convenient <br />and adequate means of egress from the interstate highway to the dow~- <br />town area of said City, <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to forward <br /> copies of these resolutions to the Virginia State Highway Commission, <br /> the Bureau of Public Roads of the Department of Commerce, the Governor <br /> of Virginia, and the Senators and Representative representing this <br /> City in the Congress of the United States." <br /> <br /> On motidn of Mr. Breedlove, said resolution was adopted, without dissenting vote. <br /> <br /> 59-227 - Mr. Smith presented the following resolution, which was adopted, without <br /> <br /> "Wt~REAS, the Veterans Information and Service Center has for many years <br /> rendered valuable services to this community by furnishing advice, assis- <br /> tance and guidance zo veterans and their families; and <br /> WHEREAS, the funds necessary for operation of the Veterans Information <br /> and Service Center have been provided in the past by the City of Portsmouth, <br /> the County of Norfolk and the Portsmouth Area Community Chest, but the <br /> Community Chest has indicated that it will not support this activity in the <br />· forthcoming budget year; ~nd <br /> WHEREAS, the ldcation of the Veterans Information and Service Center in <br /> downtown Portsmouth is of great convenience to the persons served by it and <br /> is a factor tending to stabilize the downtown area, <br /> NOW, TREREFORE, BE IT RESOLVED"by zhe Council of the Cit~ of Portsmouth, <br /> Virginia, that the Portsmouth Area Community Chest is respectfully requested <br /> to continue its financial support to the Veterans Information and Service <br /> Center <br /> BE 'IT~FURTEER RESOLVED that copies of these resolutions be forwarded by <br /> the City Clerk to the Board of Supsrvisdrs of the Portsmouth Area Comaunity <br /> Chest and the Board of Supervisors of Norfolk County." <br /> <br /> 59-228 - <br />on re-writing Section 32 of the Code, that the Council be gxven a de~aited brief of the intent Dud that that <br />brief include a ldst of the ~ections to be changed, deleted or added;' these to be provided the Council before <br />any work is done on the zoning law, was lest, there being no second. <br /> 59-229 - The Mayor requested the City Manager to look in~o the feasibility of <br />having the City Clerk mail the minutes of the City Council meetings ~o each Council m~mber. <br /> <br />Motion of Mr. Walker that before any work is done, or any funds expended <br /> <br />On motion adjourned. <br /> <br />Approved - <br /> <br /> Mayor. <br /> <br />City Clerk. <br /> <br /> · 59-211.1 - The budget estimates for the Department of. Public ~elfare for the <br />biennium beginning July 1st, 1960, deferred from last meeting, was taken up. : <br /> Motion of Mr. Breedlove ~o remove from the table was adopted. <br /> <br /> On motion of Mr. Weiseman the Welfare Budget estimates were approved <br />on a tentative basis, without dissenting vote. <br /> <br /> <br />
