<br />"Bids were opened on August 20th, 1959, for four drainage projects under our

<br /> Motion of Mr. Smith to concur in the City Manager's recommendation and that the
<br />proper City officials be authorized to sign the contract, and that the work be begun as quickly as possible, was
<br />adopted, without dissenting vote,
<br />
<br /> 59-220 - "The City Treasurer's office has submitted a list of persons who have
<br />overpaid their 1959 real estate taxes.
<br /> Due to the reduction of assessmenzs by the Board of Equalization, there
<br />are twenty-seven assessments entitled to refunds totaling $2,055.49.
<br /> I recommend that an appropriation in this amount be placed on first
<br />reading in order that these overpaym~enzs can be paid."
<br />
<br /> Motion of Mr. ~eisemam ~o approve the appropriation of $2,055.49 for said purpose
<br />on first reading, was adopted, without dissenting vote.
<br />
<br /> 59-221 - "I submit herewith a repot5 from the United S~ares Corps of Engineers,
<br /> entitled 'The Hurricane Problem in Portsmouth, Virginia'. This is submitted for your information."
<br /> Motion of Mr. Smith that the report be accepted and submitted ro the City Manager,
<br /> for further study, was adopted, without dissenting vote.
<br />
<br /> 59-222 -."I am submitting the attached agreemenE between the Portsmouth-Norfolk
<br /> County Humane Society and the City of Portsmouth.
<br /> Under this agreement, the Society will maintain and operate an adequate
<br /> dog pound. They will also be responsible for the feeding and care of all animals impounded.
<br /> The Society will also provide a Humane Officer to assist the Game Warden
<br /> in the enforcement of the dog license law and the handling of complaints. In return, the City will furnish a
<br /> Game Warden and will pay to the Society an annual s~m of $5,000.00 in monthly payments of $416.66
<br /> I recommend approval of this agreemen~ and that the proper City offi-

<br />cial be authorized to sign.

<br />Motion of Mr. Breedlove to refer ~o a conference for study, was adopted, without
<br />
<br /> 59=223 - "The widow of O.G. Norris, a member of the Portsmouth Fire Department
<br />who died on August 7th, 1959, and Russell V. Porter, who resigned from the Portsmouth Police Department, have
<br />requested refund of the pension monies paid under the old Fire and Police Retirement Plan.
<br /> They are entitled ~o refund~ totaling $165.25. It will be in order for
<br />the Council to approve this with one reading by a roll call vote and I recommend that this be done.
<br /> Motion of Mr. t~eiseman that refunds be granted, was adopted, without dissenting
<br />
<br /> 59-224 - "I recommend 5hat an appropriation of $1,0001.00 be placed on first
<br />reading to cover expenses ~nvolved in the Annexation Case.
<br />
<br /> On motion of Mr. Breedlove an appropriation of $1,00O.00 for said purpose, was
<br />placed on first reading, without dissenting vo~e.
