D~ggs, Chair- man of this Authority, and Commissioner Norman R. Hamilton, Vice- Chairman, expire on September 12, 1959. Under Virginia law the appointment or reappointment of Commissioners is made by the City Council. It is also provided in the law that a Commissioner serves until the appointment of his successor. Co~missioner Diggs and Co~miss~oner Hamilton have each served on the Authority for the past nineteen years.
