Spong, Jr. and the Portsmouth Historical Association for their <br />efforts in obtaining the aforesaid historical markers and for arranging <br />the ceremonial dedication thereof. <br /> BE IT FURTHER RESOLVED that the CounciI hereby accapt~ with pleasure the <br />ingitafion of the P~ftsmouth Histdridal Association to attend the ceremony <br />to be held on September ~27th, 1959. <br /> BE IT FURTHER RESOLVED that these resolutions be spread upon the minutes <br />of the Council and that copies thereof.be forwarded by the City Clerk to <br />Senator William B.Spong,Jr., the Portsmouth Historical Association and the <br />State Library Board." <br /> <br />59-244 - The following letter from the Msrrimac Point Civic Club was read: <br /> <br /> '~t the July meeting of the Merrimac Point Civic CluE, a unanimous endorsement was given <br />to the Lincolnsville Urban Renewal Project. Our organization represents seventy-five (75) families in the Mer- <br />rimac Point section of the City. We believe our City can only progress by taking forward steps such as the <br />Lincolnsville Projec~ offers, and it is our desire that you tske every step necessary to see that this Project <br />is started as soon as possible. - Signed goy W. Bryant, President." <br /> <br />seating vote. <br /> <br />Motion of Mr. Weiseman that the communication be acknowledged, was adopted, without dis - <br /> <br /> 59=245 - Bill of John H. West, certified by the Game Warde$, for six chickens, killed by <br />stray dogs; chickdns weighing eighteen pounds'at twenty five cents per pound, totsling $4.50, was presented. <br /> <br /> On motion of Mr. S~ith, said bill was referred td the City Treasurer for payment from <br />funds in her hands from collection of Dog Taxes. <br /> <br /> 59-246. Mr. Walker called attention to the charges for grave opening~ in Section <br />6-16 of the City Code, recently amended. <br /> <br />On motion, referred to the City Manager and City Attorney for study and report. <br /> <br /> 59-247 - Motion of Mr. Walker that the re-writing of the zoning section of the Code be <br />postponed until J~n~ary 1, 1960, or until such time as the citizens of the annexed territory have an opportunity <br />re take an active part and zo place their representatives on this body for decision thereon. <br /> <br />senting vote. <br /> <br />Motion of Mr. Breedlove to table and refer to a conference, was adopted, without dis- <br /> <br /> 59-248 - The Mayor made a statement regarding the status of the Cemetery Fund sad the <br />replacement of A.E. Parker, who is no longer City Collector. <br /> <br /> The matter was referred ~o a conference and the City Manager requested to ar - <br />tend the next meeting of the Cemetery Trustees, as Director of Finance. <br /> <br />59-249 - The following letter from the Portsmouth Redevelopment and Housing Authority <br /> <br /> "This is to inform you that the four year ~erms of Co~missioner George O. D~ggs, Chair- <br />man of this Authority, and Commissioner Norman R. Hamilton, Vice- Chairman, expire on September 12, 1959. <br />Under Virginia law the appointment or reappointment of Commissioners is made by the <br />City Council. It is also provided in the law that a Commissioner serves until the appointment of his successor. <br /> <br /> Co~missioner Diggs and Co~miss~oner Hamilton have each served on the Authority for the <br />past nineteen years. <br /> <br /> Awaiting your pleasure in the reappointment of Mr. Diggs and Mr. Hamilton, or the <br />appointment of their successors, I am - (Signed) Donald J. Mingis also mentioned the condition of oak trees in Shes Terrace area, which <br />matter was referred ro the City Manager. <br /> <br /> 59-250.1 - The statement made by Mr. Walker, regarding the ratio of line officers to patrolmen <br />in the Police Department, ~as:-~r~d'~o~:a C~nfere~ce of the Council. <br /> <br /> On motion adjourned. <br />Approved - <br /> <br /> President. <br /> <br />City Clerk. <br /> <br /> <br />
