At a regular meeting of the City Council, held on October 27th, 1959, there were <br /> <br />B. We Baker, A. C. Bartlett, W. R. Breed_l~ve, R. Irvine Smith, George R.Walker, <br />E. E. ~eisemau, AoP. Jo~uson,Jr., City Manager, and ~.S. Livesay, Jr., City <br />Attorney.. <br /> <br />The meeting was opened with prayer by Mro Baker, <br /> <br />The Minutes of the regular meeting of O~tober 13th,.1959 were read and approved. <br /> <br />The followi.ng red, errs from the City Manager were read: <br /> <br /> 59-285 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. The routes of the Community Bus Company are established byordinance. The Community Bus Company has <br />acquired the West Norfolk Bus line but no route has been establishel by ordinar~ce. <br /> The ordinance establishes the West Norfolk line and changes one or two <br />street names, due to the one way streets, in the other sections of the ordinm~oe." <br /> <br /> Motion of Mr. Bartlett to concur i~ the City Manager's recommendation and ~o place <br />the following ordinance on first reading, was adopted, without.dissenting vote: <br /> <br /> "AN ORDINANCE TO ANEND SEC~TION 16-5~ OF YHE CODE OF THE CITY OF PORTSMOUTH, <br /> VIRGINIA, 1951, AS A~ENDED, REKiTINO TO ROUTES OF THE CONLMUNITY BUS LINE" <br /> 59-286 - "I recommend an appropriation ei $12,090.00 be placed on first reading <br />for the purchase of a new ladder and hoist for the aerial ladder stationed at fire headquarters. <br /> Upon inspection it was found that th~ top left rail was in a dangerous <br />condition and at least two rings in the fly section in a psor. cendZtion. There are several places where the <br />main be~m section shows evidence of stress and one split. <br /> It will be necessary to replace the wooden ladder with a duralumin lad- <br />der as the wooden type is no longer available. The new ladder will baa three section 10G foot ~adder in place <br />of the present 85 £oet one. This will ~lse require a new hydraulic hoist system which is included in the price." <br /> <br /> Notion of~r. Smith to concur in the N~nager's recommendation and that mu appropria- <br /> tion of $1E,000.O0 £or said purpose be placed on first reading, was adopted, without dissenting vote. <br /> <br /> 59-~87 - "I submit the attached resolut~on~ and recommend its adoption. It is the <br />desire 'of the National Guard to establish an~ Organizational ~aintenance Shop on the iand adjacent to the Armor <br />If the re~elution is approved the National Guard will build a crushed stone hard stand,for vehicle parking, a <br />flammable storage building mud security type fencing around the. a~ea. ~his would be the headquarters for the mai <br />tenance of all Nafienal Guard equipment in this and the surrounding area. <br /> The Nation~l-Guard would requirethe ,use of this land as long as the <br /> present Armory is occnpied by the National~Guard." <br /> <br />of.Mr.. Breedlove to suspend the rules to hear from interested persons was <br /> <br />adopted. <br /> <br />The following spoke: <br /> <br /> Price of the Virginia National Guard, <br /> E.R. Kocen <br /> <br />from Richmond <br /> <br />dissenting vote: <br /> <br />Metion of.Mr.. Bre~dlove to approve the following resolution was adopted without <br /> <br />"WHEREAS,. the Virginia Army National Guard now occupies the Armory <br />on E~m tvenue, between South Street and Barbour Drive, and <br /> WHERKIS, the Virginia Army National Guard proposes to extend its <br />use of property owned by the City az this location by providing an <br />Orgmuizational Naintenance Shop, crushed stone hardstand for vehicle <br />parking, a flammable storage bnilding of approximately 100 square feet, <br />and a security fence surrounding the entire a~ea devoted to that put - <br />pose, and has requested the consent of the City to the installation of <br />the aforesaid improvements and occupancy of the additional area required <br />therefor. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that consent of the City is extended to the Virginia Army <br />National Guard to install the hereinabove described facilities upon the <br />area of land described as follows: <br /> <br /> Beginning at a point on the western property line of Elm <br /> Avenue ll3 feet north of the northwesm corner of South <br /> Street and Elm Avenue; thence in a southwesterly direction <br /> parallel with South Street 145 feet to a point; thence <br /> west 82 feet to a point; thence north 33~ feet to a point; <br /> thence east ~18 £ee~ to Elm Avenue; ~hence along the western <br /> property line of Elm Avenue 28~ feet to'the point of begin- <br /> ning. <br /> BE IT FURTHER RESOLVED that use ef the ~foresaid area of land shall cease <br />-~upon cessation of use of the Armory by the.Virginia Army National Guard, <br /> and any improvements placed thereon and not remeved upon cessation of use <br /> shall become the property of the City of Portsmouth." <br /> <br /> <br />
