November 24th, 1959 <br /> <br />On motion of Mr, Walker, the rules were suspended to hear from intsrested persons~ <br /> <br />The following spoke; after Donald J~ Bslzer presented end read the ordinance approvmng <br /> <br />the Hedevelopment Plan: <br /> <br />G.Lo Cox, 314 Washington St. <br />Irvin Cohen, who read a letter addressed to the Housing Authority, transmitting <br /> information in connection with .the Re-Use Appraisal on Lincolnsville. <br />Arthur N~ Taylor <br />Rev U.G. Wilson <br />George O. Diggs <br />~-~W. Cooper <br />Thos. H. Reed <br />~has, B. Richardson <br />Joss Alspaugh <br /> <br />On motion of Mr. Weiseman, the following ordinance.was placed on first reading, and by <br /> <br />the following vote: <br /> <br />"AN ORDINANCE APPROVING THE REDEVELOPtV~ENTPLAN AND THE FEASIBILITY OF RELOCATION <br />FOR PROJECT VA R-6, LINCOLNSVILLE PROJECT, DETERMINING THAT SAID PROJECT AREA IS <br />BLIGHTED .~ND DETERIORATED WITHIN THE PURVIEW OF SECTION 36-49, CODE OF VIRGINIA, <br />AUTHORIZING THE EXECUTION OF A CO-OPERATION AGREEMENT WITH THE PORTSMOUTH RE- <br />DEVE~OP~ENTAND HOUSING AUTHORITY AND MAKING SUCH OTHER DETERMINATIONS AND PRO- <br />VISIONSAS ARE REQUIRED IN CONNECTION WITH SAID PROJECT BY THE LAWS OF THE <br />COMMONWEALTH QF VIRGINIA AND THE UNITED ETATE~ OF AMERICA" <br /> <br />Ayes: Bartlett, Breedlove, Seward, Smith, Weiseman <br />Nays: Baker, Walker <br /> <br /> Mr. Breedlove made a statement relative to his position mn favor of the Lincolnsville <br />project, which is on file in the City Clerk's Office. <br /> <br /> Motion of Mr. Bartlett that the Chair call a special meeting of the Council for 7:30 <br />P.M., on Thursday, December Srd, 1959, for the purpose of considering the ordinance on second reading, was <br />adopted, without dissenting vo~e. <br /> <br /> 59-307 ~ ~'I .snbmit t~e;~fGllowing '~et~e~.f.~Qm the Ci~y~Atterneyo, This:i.s <br />t~ Title to Wa~er Department property in Suffolk. Lewis Pawls' letter ~o m~ dated October <br /> 16th, 1959, a copy of a letter dated AuEust llth, 1959~ from Lawyers Title I~sur~oe Corporation, a copy o f <br /> the plat which created this situation, a cody of the corrective plat~ and a draft of the deed, wh~ consists <br /> of twenty five ~Ees. <br /> As you will ~e from the attac~ents, almost all of the other parties ha~e si~ed the <br /> deed, including the Veterans ~ministration ~d 5ome Federal S~vin~s and <br /> ~r. ~urden ~d~I respectfully reques~ {hat you ~ec~e authorization of the Council for <br />execution of the de~d in behalf of the <br /> <br /> Motion of Mr. Weiseman that the recommendation of the City Attorney be approved, was <br />adopted, without dissenting vote. <br /> <br /> 59-308 - "I submit the following letter from ~he City Attorney. This is a reques~ <br />for authorization to s%gn a contract with the Virgmnian Railway Company in lieu of existing contracts. <br /> I concur in the reconm~endation of the City Attorney and the Superintendent <br />of the Water Department: <br /> 'The Water Department recently acquired certain property near Suffolk, from the Virgin- <br />ian Railway Company. Crossing the Virgznian right of way at this point are three power lines and three water <br />mains owned by the Water Department. <br /> TheEailway Company has asked that we execute new contracts mn place of the former <br />agreements and I attach two contracts in the railroad's standard form. <br /> Mr. Murde~u and I reques~ that you secure authority of the Council to execute these <br />agreements.'" <br /> <br /> Motion of Mr. Breedlove to concur in the recommendation of the City Attorney was <br />adopted, without dissenting vo~e. .. <br /> <br /> 59-309 - "I recommend that the Council approve the establishment of another Mosquito <br />Control District to be l~uown as the West Portsmout~.Mosquito. ,Cont~ol~District. <br /> This will give Portsmouth two districts and additional funds from the State. <br />It,~will also be necesear¥~to~lec~_~uYO ~embers to ser~e a$~Commissio~ers~" <br /> <br /> Motion of Mr. Bartlett to concur in. the recommendation of the City Manager and that <br />two members be elected to the Commission at a~later date~was adopted, without dissenting vote. <br /> <br />~59-310-!!TSe Portsmouth Transit Company has requested a temporary re-routing of its <br /> <br /> <br />
