Livesay, Jr., City ~ttorney. <br /> <br />The meeting was opened with prayer by Mr. Weiseman. <br /> <br />Minutes of regular meeting of November 10th, 1959, were read and approved. <br /> <br />The following Notice of Hearing and letter from the Planning Commission were read: <br /> <br /> 59-305 - "Pursuant to the provisions of the Zoning Ordinance, notice is hereby given <br />that a public hearing will be heId at 7:30 P.M., ~n November 24th, 1959, in the Council Chamber, Portsmouth, <br />Virginia, on the following: <br /> 1. 30-59. The application of Willie F. Smith and R.L. Bouie to rezone property <br /> beginning at a point 50.5 feet from the northeast corner of Henry Street and Ef- <br /> fingham Street, fronting 75 feet on Effingham Street by 105 feet deep; lots 5, <br /> 6 and 7 of block 10. Application to rezone from C two Family Dwelling District <br /> to I Light Industrial District. <br /> g. 35-59. The application of C.T. Motion of Mr. Breedlove Do approve on first reading the recommendation of <br />the Pla~oaing Co~mission to rezone from C Two Family Dwelling District to I Light Industrial District, was <br />adopted, without dissenting vote~ (Application of Willie F. Smith and R.L. Bouie) ~ - <br /> <br /> 35-59. Motion of Mr. Bartlett to approve on first rea~ing th~ application of C.T. <br />Wilkins to rezone from C Two Family Dwelling District"to P Local Business District,' was adopted, without dis - <br />senting vote. <br /> 37-59. Motion of Mr. Breedlove Eo approve on first r~adihg the application of <br />T.B. Lee, Inc. to rezone from'C TWo F~mily Dwelling District to G Commercial Business District, was adopted, <br />without dissenting vote. <br /> <br />The fbllowing reports from the City Manager were read: <br /> <br /> 59-306 - "I submit the following letter from the Portsmouth Redevelop ment and <br />Housing Authority. To approve t~e Co-operation Agreement, it will be necessary for the Council to place the <br />ordinance on first reading; <br /> <br /> ¢In accordance with instructions of the ~om~issioners of the Authority, there are <br />transmitted herewith the following documents in connection with the Li~col~sville Redevelopment Project, Project <br />VA R-6: <br /> 1. Three copies of a transcript of the Public Hearing held by the <br /> Authority on September 24, 1959, at Harry Hunt Junior High School. <br /> <br />2. Ten copies of the Lincolnsville Redevelopment Plan approved by <br />the Commissioners of the Amthority at their meetir%g of November 5,1959. <br /> <br />3. Ten copies of an ordinance approving[~the Redevelopmen~ Plan and <br />execution of a Co-operation Agreement. <br /> <br />4.
