<br />Minutes of regular meeting of November 10th, 1959, were read and approved.

<br />The following Notice of Hearing and letter from the Planning Commission were read:

<br /> beginning at a point 50.5 feet from the northeast corner of Henry Street and Ef-

<br /> 30-59. Motion of Mr. Breedlove Do approve on first reading the recommendation of
<br />the Pla~oaing Co~mission to rezone from C Two Family Dwelling District to I Light Industrial District, was
<br />adopted, without dissenting vote~ (Application of Willie F. Smith and R.L. Bouie) ~ -
<br />
<br /> 35-59. Motion of Mr. Bartlett to approve on first rea~ing th~ application of C.T.
<br />Wilkins to rezone from C Two Family Dwelling District"to P Local Business District,' was adopted, without dis -
<br />senting vote.
<br /> 37-59. Motion of Mr. Breedlove Eo approve on first r~adihg the application of
<br />T.B. Lee, Inc. to rezone from'C TWo F~mily Dwelling District to G Commercial Business District, was adopted,
<br />without dissenting vote.

<br />The fbllowing reports from the City Manager were read:

<br /> 59-306 - "I submit the following letter from the Portsmouth Redevelop ment and
<br />Housing Authority. To approve t~e Co-operation Agreement, it will be necessary for the Council to place the
<br />ordinance on first reading;
<br />
<br /> ¢In accordance with instructions of the ~om~issioners of the Authority, there are
<br />transmitted herewith the following documents in connection with the Li~col~sville Redevelopment Project, Project
<br />VA R-6:
<br /> 1. Three copies of a transcript of the Public Hearing held by the
<br /> Authority on September 24, 1959, at Harry Hunt Junior High School.
<br />
<br />2. Ten copies of the Lincolnsville Redevelopment Plan approved by
<br />the Commissioners of the Amthority at their meetir%g of November 5,1959.
<br />
<br />3. Ten copies of an ordinance approving[~the Redevelopmen~ Plan and
<br />execution of a Co-operation Agreement.
<br />
<br />4. Ten copies of a Coloperetion Agreement setting forth the City's
<br />participation in the Pro~ec~.
