<br /> 59-338 - The following resolution was presented by Mr. Smith:

<br /> "WHEREAS, the authorities and personnel of the Norfolk N~val Shipyard,
<br /> Portsmouth~ Virginia, have given freely of their time, efforts and
<br /> money to afford lights, trees and other Yuletide displays, and have
<br /> permitted the general public to view the dec-3raTlons within the several
<br /> shops; and
<br /> WHEREAS, the authorities and personnel of the Portsmouth Naval Hospital
<br /> have likewise co-operated in the proSect of creating a gigantic display
<br /> upon the hospital building now under construction; and
<br /> -'WHEREAS, the aforesaid decorations have been enjoyed by the citizens of
<br /> the City of Portsmouth and have evider~ced a high order of civic pride and
<br /> good will on the part o f Navy Department personnel assigned to the said
<br /> facilities.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth,
<br /> Virginia, that the appreciation of the citizens of this City for 2fuletide
<br /> displays exhibited by the Naval Shipyard and Naval Hospital be hereby ex-
<br /> pressed and conveyed, to all those persons who took part therein.
<br /> BE IT FURTHER RESOLVED that a copy of these resolutions be spread upon
<br /> the minutes of this Council and a copy thereof be presented To the Com-
<br /> manding Officers of the Naval Shipyard and Naval Hospital."

<br /> On motion of Mr. Smith, the resolution was adopted and the Clerk instructed ro send
<br /> copies, to the Commanding Officers of the Naval Shipyard and the Naval Hospital.

<br /> fornlation and referred to a conference of the Council on School Board matters:

<br />Taylor, 4401 Old Suffolk Blvd. tO represent the Olive Bra~ch area on the Cfty of Portsmouth School Board. Our
<br />civic League concurs with the appointment of Mr. Taylor who was nominated by representatives of the various
<br />Civic Leagues and PTA's in this area.

<br /> "At the Thursday evening meeting of our Rollingwood Civic Club, it was recommended that Mr Arthur
<br /> N. Taylor of 4401 Old Suffolk Blvd., Portsmouth, Va. be appointed to represent this area on the School Board.
<br /> Mr.. Taylor. is a high school graduate, has taken a four year Internaiional Correspondence School
<br /> Course, has a certificate in metallurgy from the Virginia State Board of Education, has a diploma from the
<br />: technical college of William .and Mary in Norfolk, is a member oT the PTA at Simonsdale and is a member of many
<br /> other lodges and clubs in the Portsmouth area. He is employed in the Norfolk Naval Shipyard ~nere he served a
<br /> four year apprenticeship in his trade. The above, we believe,will show that Mr. Taylor ~s qualified; and
<br /> favorable action on this letter will be most appreciated.

<br /> "In submitming the name of Mrs. W.T. Leavy for consideration as an appointee ~o the Portsmouth
<br />School Board, the petitioners feel that she is ably qualified for the position. Her educational background
<br />includes attendance at Madison College. She has studied library Science aT Hagerstown, Md. Mrs. Leafy assisted
<br />in the children's department of the Richmond Public Library and aided in the training of librarians an~ assis-
<br />tants ar the Portsmouth N~gro Library. She is a past president of the James Hurst and Cradock High School
<br />-Parent Teacher.Associations. She has served on the boards of the Counry Council and Tidewater District of PTA
<br /> and is presently a member of the State Board of PTA.
<br /> Mrs. Leafy worked as a member of the first co~nittee that sought the establishmen5 of a Norfolk
<br /> County Library. She .is a ~ me~hsr of the Board of the Cradock Woman's Club, the Cradock Music Club and the Nor-
<br /> folk County Woman's Democratic Club. Mrs. Leafy is a member of the Cradock Baptist Church and ~eaches in its
<br /> Sunday School. Her volunteer service and civic participation, throughout the years of residence in the community
<br /> led ~o her selection by popular community 'vote as Mother of the Year for 1958. We believe Mrs. Leafy will de-
<br /> communityvote the life.'~same intelligent service to the ~ortsmoutk School Board that she has dedicated to other pheses of
