November 13, 2001 <br /> <br />Recommendation: <br /> <br />· Approval of a resolution to support and endorse the efforts to attract a National <br />Basketball Association team to the Hampton Roads region. <br /> <br />Purpose and Need: <br /> <br />· The Hampton Roads Partnership is requesting participating jurisdictions to endorse <br />efforts to pursue a major sports team as adopted in the Partnership's strategic plan in <br />1999. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact for the City. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this resolution. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION ENDORSING EFFORTS OF THE HAMPTON ROADS <br />PARTNERSHIP TO ATTRACT A NATIONAL BASKETBALL ASSOCIATION <br />FRANCHISE TO HAMPTON ROADS. <br /> <br /> WHEREAS, the Hampton Roads Partnership's strategic plan, adopted in 1999 <br />and reconfirmed in September 2001, has as one of its strategies pursuit of a major <br />league baseball or basketball team; and <br /> <br /> WHEREAS, for the past two years the Partnership has actively pursued this <br />strategy; and <br /> <br /> WHEREAS, it now appears that Hampton Roads is a viable candidate for the <br />possible relocation of a National Basketball Association team, the Charlotte Hornets, if a <br />new arena can be constructed; and the Partnership has requested all Hampton Roads <br />localities to indicate their support in principle for this possible relocation, anticipating that <br />the relocation would not entail financial contributions from said localities for arena <br />financing; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City of Portsmouth does support and endorse said effort <br />to attract a National Basketball Association team to our region; the City further <br />encourages our citizens and businesses to do likewise; and the City Manager or his <br />designee is further authorized and directed to take such further actions as he deems <br />proper, consistent with the spirit of this resolution." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 317 - Adoption of a motion to approve an agreement between the City of <br />Portsmouth and the Virginia Department of Transportation (VDOT) for the improvement <br />of Bart Street between Airline Boulevard and Frederick Boulevard, a project under <br />VDOT's Urban Highway Improvement Plan. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve an agreement <br />between the City of Portsmouth and the Virginia Department of Transportation (VDOT) <br />for the improvement of Bart Street between Airline Boulevard and Frederick Boulevard, <br />a project under VDOT's Urban Highway Improvement Plan, and was adopted by the <br />following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 318 - Adoption of a motion to transfer $54,892 from the Grants Contingency <br />Account for the African Heritage Travel Program. <br /> <br /> <br />
