November 13, 2001 <br /> <br />01 - 311 - Public hearing on the issuance of a general obligation note or notes of the <br />City in the estimated maximum amount of $7,500,000 to finance, in whole or in part, the <br />cost of acquisition of the Middle Street Parking Garage. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to funding the <br /> Middle Street Parking Garage. <br /> <br />2. William E. Copeland, 2107 Staunton Avenue, spoke in opposition to funding the <br /> Middle Street Parking Garage. <br /> <br />01 - 312 - Public hearing on use permit, street closure and code amendment <br />applications: <br /> <br />(a) UP-01-21 <br /> <br />CHURCHLAND NEIGHBORHOOD Grove Baptist Church <br />requests a use permit to operate a day care facility at 606 <br />Churchland Boulevard. The Comprehensive Plan recommends <br />single-family residential development of this area. <br /> <br />1. Dr. Melvin O. Marriner, 5910 West Norfolk Road, spoke in support of the use permit. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-01-21 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) S-01-08 <br /> <br />DOWNTOWN NEIGHBORHOOD - Ordinance granting the request <br />of the Portsmouth Redevelopment and Housing Authority for the <br />closure of a portion of King Street between Elm Avenue and <br />Armstrong Street for redevelopment of adjacent property. The <br />Comprehensive Plan recommends commercial development of this <br />area. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING A PORTION OF KING STREET <br />LOCATED BETWEEN ELM AVENUE AND ARMSTRONG STREET." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />(c) S-01-09 <br /> <br />HIGHLAND NEIGHBORHOOD - Ordinance granting the request of <br />the Trustees of St. Mark's Missionary Church and the Portsmouth <br />Humane Society for the closure of a portion of Wilcox Avenue. The <br />Comprehensive Plan recommends single-family residential <br />development of this area. <br /> <br />1. Richard T. Fox, 2412 Sterling Point Drive, spoke in support of the street closure. <br /> <br />2. Robert Barclay IV, 200 High Street, spoke in support of the street closure. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING A PORTION OF WILCOX STREET, <br />AN UNDEVELOPED PAPER STREET LOCATED IMMEDIATELY TO THE WEST OF <br />ST. MARK'S MISSIONARY BAPTIST CHURCH." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />(d) CA-01-02 <br /> <br />CITYWIDE - The City of Portsmouth requests general code <br />amendments to Chapter 40 - Zoning Ordinance and Chapter 33 - <br />Subdivision Ordinance relating to technical and administrative <br />functions. The code amendments, dimensional table amendments, <br />accessory structures, open storage and signatures on subdivision <br />plats. <br /> <br /> <br />
