<br /> At a Regular Meeting of the City Council on Tuesday, November 13, 2001,
<br /> there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman.
<br />
<br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which
<br />was followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a
<br />Called Meeting on October 23, 2001, and a Regular Meeting on October 23, 2001, and
<br />was adopted by unanimous vote.

<br />01 - 310 - Presentations:

<br />> Special presentation of the Hampton Roads Association for Commercial Real Estate
<br /> First Honor Award. (H. Timothy Little, Richard A. Hartman, Rock Bell, Earl
<br /> Cheatham and James R. Spacek)
<br />
<br />> Presentation by James R. Spacek on the Water Reservoirs.
<br /> - Public Hearing -
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to consider agenda item
<br />01-312 (e) UP-01-20 prior to the other scheduled public hearings, and was adopted by
<br />unanimous vote.
<br />
<br /> Motion by Mr. Pitts, to suspend the rules of order to limit speakers on this item
<br />three minutes due to the large number of speaks, failed for lack of a second.
<br />
<br />(e) UP-01-20 CHURCHLAND NEIGHBORHOOD - Sprint PCS requests a use
<br /> permit to construct a 150 foot communication tower at 5601
<br /> Michael Lane. The Comprehensive Plan recommends
<br /> Public/Quasi Public development of this area.
<br />
<br />1. Robert Barclay IV, 200 High Street, spoke in support of the use permit.
<br />
<br />2. lan Maxwell, 200 North Glebe Avenue, Arlington, spoke in support of the use permit.
<br />3. Rosie Wilson, 6379 Center Drive, Norfolk, spoke in support of the use permit.
<br />
<br />4. Gil McLemore, 4081 Mineral Spring Lane, Glen Allen, spoke in support of the use
<br /> permit.
<br />
<br />5. James T. Martin, 200 High Street, spoke in support of the use permit.
<br />
<br />6. Betty Ashberry, 5218 Cobble Hill Road, spoke in opposition to the use permit.
<br />
<br />7. Jim Thompson, 3207 Dogwood Drive, spoke in opposition to the use permit.
<br />
<br />8. Ray Smith, 1314 Coltrane Drive, spoke on the use permit.
<br />
<br />9. Dr. Sam Bisese, 5300 High Street, West, spoke in opposition to the use permit.
<br />
<br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to deny UP-01-20, and was
<br />defeated by the following vote:
<br />
<br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley
<br />Nays: None
