Ayes: Benn, Griffin, Pitts, Whitehurst, Holley Nays: None - City Manager's Report - 01 - 297 - Adoption of an ordinance to modify Chapter 37 of the Code of the City of Portsmouth related to taxicab rates and fees. The proposed changes will make the City's rates and fees more consistent with neighboring cities and will provide incentives for increased business. Recommendation: · Adoption of an ordinance to modify Chapter 37 of the Code of the City of Portsmouth to include the following. a. Increase the Certificate of Convenience application processing fee from $15 to $20. b. Increase the taxicab driver permit application processing fee from $15 to $20. d. from .25 cents per 1/6 mile to .30 cents per 1/6 mile. e. f. wrecker Add a vehicle inspection fee of $40 and a re-inspection fee of $10. Increase the taxicab rate for each additional one-sixth of a mile Increase the taxicab waiting time from $9 to $12 per hour. Add subsection authorizing an application processing fee of $20 to list applicants. Purpose and Need: · The proposed changes will make Portsmouth's rates and fees competitive with neighboring cities and will provide more incentives for taxi companies to expand their businesses to the City of Portsmouth. Financial Impact: · The proposed fee increases/additions are estimated to generate $4,300 per year in revenue. Motion by Mr. Benn, and seconded by Mr. Griffin, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND CHAPTER 37 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 37-44(b), 37-73, 37-95, 37-132 AND 37-250(b) THEREOF PERTAINING TO ADMINISTRATIVE FEES IMPOSED ON TAXICABS AND TOW TRUCKS." Ayes: Benn, Griffin, Pitts, Whitehurst, Holley Nays: None 01 - 298 - Adoption of a resolution authorizing the issuance and sale of $885,054 Qualified Academy Bonds (QZABs). This action is necessary in order for the City and Schools to apply for an allocation by the State of interest free bonds for school construction.
