October 23, 2001 <br /> <br />Purpose and Need: <br /> <br />· The improvement of Victory Boulevard was included in the VDOT Six Year Plan for <br />Urban Transportation System Improvements. However, until recently, authorization to <br />proceed on this project, as well as any other new projects in the region, have been held <br />up by the Federal Highway Administration pending resolution of regional air quality <br />issues. Since final approval has been received, it is required that the City adopt the <br />attached resolution requesting the project in order for VDOT to proceed. The project <br />will be administered by the City of Portsmouth. <br /> <br />Financial Impact: <br /> <br />· The project will be funded with 98% State funds and 2% City funds. The project is <br />currently estimated at a total cost of approximately $5.1 million, which requires a City <br />share of $102,000. City matching funds will be appropriated in the Capital Improvement <br />Fund. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO ESTABLISH A CONSTRUCTION PROJECT FOR THE <br />IMPROVEMENT OF VICTORY BOULEVARD FROM 1-264 TO GREENWOOD DRIVE. <br /> <br /> WHEREAS, in accordance with Virginia Department of Transportation <br />construction allocation procedures, it is necessary that a request by Council resolution <br />be made in order that the Department program an urban highway project in the City of <br />Portsmouth. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that it hereby requests the Virginia Department of Transportation establish an <br />urban system highway project for the improvement of Victory Boulevard from 1-264 to <br />Greenwood Drive a distance of approximately 0.53 miles. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth that it <br />hereby agrees to pay its share of the total cost for preliminary engineering, right-of-way <br />acquisition, and construction of this project in accordance with Section 33.1-44 of the <br />Code of Virginia. <br /> <br /> BE IT FURTHER RESOLVED that, if the City of Portsmouth subsequently elects <br />to cancel this project, the City of Portsmouth hereby agrees to reimburse the Virginia <br />Department of Transportation for the total amount of the costs expended by the <br />Department through the date the Department is notified of such cancellation." <br /> <br />Ayes: Benn, Griffin, Pitts, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />01 - 303 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />01 - 304 - Items Submitted by Council Members <br /> <br />Councilman Benn spoke on Fleet Week activities and recognized Sheila Martin for a <br />job "Well Done". <br /> <br />Correction of City Council Resolution 01-65, adopted on September 25, 2001. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to amend the original <br />resolution for tax exempt status of Chevra Thelim, Inc. to include the assessed value <br />and the amount of annual real estate taxes, and was adopted by unanimous vote. <br /> <br /> <br />
