October 23, 2001 5. That this resolution shall take effect on the date of its adoption. Ayes: Benn, Griffin, Pitts, Whitehurst, Holley Nays: None 01 - 300 - Adoption of a resolution authorizing the City Manager to enter into a seven year contract with Dominion Virginia Power for the purpose of providing electrical service to the City of Portsmouth. Recommendation: · Adoption of a resolution authorizing the City Manager to enter into a seven (7) year contract with Dominion Virginia Power for the purpose of providing electrical service to the City of Portsmouth. The contract is to be approved retroactively to July 1, 2000 through June 30, 2007. Purpose and Need: · The contract was negotiated between Dominion Virginia Power and representatives of the Virginia Municipal League and the Virginia Association of counties (VMLNACo) of which Portsmouth is a member. · Each member city, county and town is requested to approve the contract. Financial Impact: · The contract provides member municipalities with lower electrical rates. Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A SEVEN- YEAR CONTRACT WITH DOMINION VIRGINIA POWER TO PROVIDE ELECTRIC SERVICE TO THE CITY OF PORTSMOUTH. WHEREAS, Dominion Virginia Power and representatives of the Virginia Municipal League and the Virginia Association of Counties (VML/VACo) have concluded negotiation of a new agreement for the provision of electric service to localities to replace an agreement whose provisions expired on June 30, 2000; and WHEREAS, the new Agreement will provide member localities with lower electrical rates; and WHEREAS, the new Agreement shall be for a term of seven years from July 1, 2000 through June 30, 2007. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to execute the Agreement negotiated by VML/VACo and such other documents as may be necessary in furtherance thereof. BE IT FURTHER RESOLVED that this resolution shall take effect on the date of its adoption." Ayes: Benn, Griffin, Pitts, Whitehurst, Holley Nays: None 01 - 301 - Adoption of a resolution stating the City's intent not to implement a waste generator fee or action to franchise waste collection. This action will result in substantial reductions in the municipal tipping fee rates. Recommendation: · Adoption of a resolution stating the City of Portsmouth's intent not to implement a waste generator fee or action to franchise waste collection.
