October 9, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, October 9, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager <br />Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on September 25, 2001, and a Regular Meeting on September 25, <br />2001, and was adopted by unanimous vote. <br /> <br />01 - 285 - Presentation: <br /> <br />Proclamation presented to Lieutenant Dennis White for "D.A.R.E. Family Day". <br />Lieutenant White also sang "America the Beautiful". <br /> <br />Mayor Holley read a letter of Condolence for World Affairs from the Mayors of <br />Portsmouth, England and Caen, France. <br /> <br />- Public Hearing - <br /> <br />01 - 286 - Public hearing on use permit applications: <br /> <br />(a) UP-01-15 <br /> <br />WESTHAVEN NEIGHBORHOOD - Othella Madden and Monica <br />Brembry request a use permit to operate a church at 3612 Turnpike <br />Road. The property is zoned Commercial C-1. The <br />Comprehensive Plan recommends commercial development of the <br />area. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-01-15 be denied on first and final <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Whitehurst, Holley <br />Nays: None <br /> <br />(b) UP-01-17 <br /> <br />DOWNTOWN NEIGHBORHOOD - Tim and Shannon Woodland <br />request a use permit for a dwelling unit in a mixed use structure at <br />300 High Street. The Comprehensive Plan recommends <br />commercial development of the area. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-01-17 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(c) UP-01-18 <br /> <br />TRUXTON NEIGHBORHOOD - Mount Carmel Baptist Church <br />requests a use permit for an addition at 3310 Deep Creek <br />Boulevard. The property is zoned Historic Residential (HR). The <br />Comprehensive Plan recommends single-family uses in this area. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-01-18 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(d) UP-01-19 <br /> <br />RIVER POINTE NEIGHBORHOOD - Sheran Oliver requests a use <br />permit for a family day home at 13 Pointe of View Arch. The <br />Comprehensive Plan recommends single-family residential <br />development of the area. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-01-19 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br /> <br />
