Steve Lieberman, 3333 B. Station House Road, Chesapeake, represented the <br /> applicant and spoke in favor of the use permit. <br /> <br />2. Raleigh Harsley, 2124 Peach Street, spoke in opposition to the use permit. <br /> <br />3. Walter Carter, 1401 Watts Street, provided informatibn on the proposed <br /> rezoning. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to allow Mrs. Carter to <br />speak, and was adopted by unanimous vote. <br /> <br />4. Thelma J. Carter, '1401 Wafts Avenue, provided information on the proposed <br /> rezoning. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that Z-97-'12 be approved on first <br />reading, and was adopted by a 5-1-1 (ClemOns) vote (Mr. Martin abstained due <br />to his law firm representing the applicant). <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />97-310 Adoption of an ordinance to appropriate $2,088,000 from the Capital <br /> Improvements Fund for preliminary engineering and project costs for <br /> the second phase of the Computerized Traffic Signal system. <br /> <br />Recommendation: <br /> <br />Adoption of an ordinance appropriating $2,088,000 for preliminary <br />engineering and project costs for the second phase of the Computerized <br />Traffic Signal System. These funds will be reimbursed 100% by the Virginia <br />Department of Transportation (VDOT). <br /> <br />Purpose and Need: <br /> <br />The City of Portsmouth has been successful in obtaining Federal funds for <br />construction of the second phase of the Computerized Traffic Signal <br />System through the congestion, Mitigation and Air Quality (CMAQ) <br />Program, which is administered by VDOT. <br /> <br />The work includes new traffic control signalization at 32 intersections. (See <br />attachments). <br /> <br />Financial Impact: <br /> <br />· The $2,088,000 will be reimbursed by VDOT. <br /> <br /> <br />
