NOvember 25 1997_ <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Holley <br />Nays: None <br />Abstained: (Mr. Robinett abstained as his company is involved with the <br /> bonding company) <br /> <br />97-314 Adoption of a resolution authorizing the City of Portsmouth's 1998 <br /> Legislative Proposals to be presented to the Portsmouth Delegation <br /> and members of the Virginia General Assembly. <br /> <br />Recommendation: <br /> <br />Adoption of a resolution authorizing the City of Portsmouth's 1998 <br />Legislative Proposals to be presented to the Portsmouth Delegation and the <br />members of the Virginia General Assembly. <br /> <br />Pur oseand Need_: <br /> <br />The Legislative Proposals contain an amendment to the City Charter, seven <br />(7) Revenue and Taxation Requests in Order of Priority, seven (7) Effective <br />Government Requests in Order of Priority, twelve (12) Items and six (6) <br />Studies that will be monitored because of their potential impact and the <br />Virginia Municipal League's 1998 Legislative Program adopted at its annual <br />meeting on October 21, 1997. <br /> <br />Financial Impact: <br /> <br />· The potential financial impact could be millions of dollars to the City for <br /> programs, facilities and services. <br /> <br />The total impact cannot be accurately assessed at this time. The impact, <br />however, will be noted in the Final Legislative Report, which is prepared <br />after the Veto Session of the General Assembly. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to adopt the <br />following resOlution, and was adopted bY the follOWing vote: <br /> <br /> "RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1998 <br />LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH <br />DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. <br /> <br /> WHEREAS, the Virginia General Assembly deals with a broad range of <br />issues that affect local governments both directly and indirectly; and <br /> <br /> WHEREAS, the City of Portsmouth has certain concerns which deal with: <br />both local governments and Portsmouth specifically; <br /> <br /> WHEREAS, these concerns and issues need to be made known to <br />Portsmouth's General Assembly Delegation so that they may be transmitted for <br />consideration by the Legislature. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Cour~cil of the City of <br />Portsmouth endorses the attached legislative proposals for the 1998 General <br />Assembly Session and directs that both this resolution and the legislative <br />proposals be forwarded to the Portsmouth General Assembly Delegation." <br /> <br />Ayes: Benn Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97-315 Boards and Commissions <br /> <br />There were no appointments <br /> <br /> <br />
