Pebruarv 9th. 1960. <br /> <br />Higher Education of Virginia and the Norfolk Junior Chamber of Commerce, and which growth and need are expected <br />· o produce st the Norfolk Division during the ensuing biennium approximately 500 more students then are now in <br />attendance there; and <br /> WHEREAS, in spite of such anticipated growth and the fact that the Norfolk Divisio~ <br />now has the third largest enrollment af any college zn the State of Virginia, .the Norfolk Division and one othe~ <br />were the only colleges to receive recommended decreases, whereas eleven other colleges received recommended in ~ <br />creases, in their operating budgets; and <br /> WHEREAS, the Norfolk Division serves all of Tidewater, Virginia and in the past <br />twenty five years has gromm into an institution in which the people of Tidewater take great pride and which <br />these people hope Will soon become a fine four year college; <br /> <br /> · NOW, T~EREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: <br /> Section 1: That the Governor and the General Assembly of Virginia are <br />hereby urged to r~store to the operating budget of the Norfolk Divisio~ of The College of William and Mary in <br />Virginia the funds recommended to be eliminated therefrom at leas5 to the extent of enabling the Norfolk Divi- <br />sion to meet the minimum requirements for accreditation. <br /> Section 2: That the City Clerk transmit certified copies of this Resolution <br />to Els Excellency, the Governor of Virginia, the Chairman of the Finance Committee of the Senate, the Chairman <br />of the Appropriations ~ommittee of the Rouse of Delegates, the Members of the Senate and Ho~se of Delegates <br />from ~ortsmouth. <br /> Section 3: That the City Clerk transmit certified copies of this Resolution <br />to ~l~e governing bodies of Norfolk, South Norfolk, Virgznia Beach, Newport News, F~%mpton and Suffolk and the <br />Counties of Princess Anne, Norfolk and Nansemond.~ <br /> <br /> Motion of Mr. Bartlett that the Council adopt a similar resolution with the neces- <br />sary changes which would make it applicable to Portsmouth, was adopted. <br /> <br /> Mrs. Inez Baker suggested that the resolution be ~irected to the House Appropria- <br />tions Committee, sznce it ~s before ~hat Committee at this time. <br /> <br /> ~r. Walker's amendment to the r~solution to add: "Be it further resolved that this <br />resolution shall not be considered ~o he an instrument in support of a sales tax, and above said request for <br />additional budget funds shall be considered vwlid whether or nor the sales tax law is enacted" was lost, <br />there being no second. <br /> <br />60-39 -- The following letter and resolution wer~ read: <br /> <br /> "This resolution is ~o be presented to your local County Board of Supervisors, <br />snd ask them to pass this or a similar one on the basis of our l~uti-Blll Boar~ Advertising Knowledge. Please <br />co-operate iA this endeavor; and send me a report after you have the results of this action. <br /> I shall appreciate your efforts and may. I thank yon f~r your good work in the <br />past.~ (Signed) Mrs. Harold D Co~e, Pres., Tidewater District VFWC and Mrs. Vernon T.I'~3ason, Chairman, <br />Legislation, Tidewafer District VFWC." <br /> <br /> Resolution - "WHEREAS, the Geperal Assembly of the Commonwealth of Virginia has en~%cted legis- <br />.lstion authorizDng a system of interstate highways ~to ~Onstitute a parm bf the National System of Interstate <br />and Defense Highways; and <br /> WHEREAS, pursuant ~o such legislation the Commonwealth of Virgznia has embarked <br />on a program of highway construction; and <br /> WHEREAS, the Congress of the United States of America has enacted laws designed <br />~o encourage the several states ~o control outdoor advertising along the National System of Interstate and <br />Defense Highways, and has decl~re~: "To promote the safety, convenience, and enjotment of public travel and <br />the free flow of interstate commerce and to protec~ the public investment in the National System of Interstate <br />and Defense Highways, it is declared to be in the public interest to encourage and assist the States to control <br />the use of and to improve areas adjacent to the Interstate System by controlling the erection and maintenance el <br />outdoor advertising signs, displays, a~d devices adjacent to that System'm; and <br /> WHEREAS, it zs in the interest of the citizens of the Commonwealth of Virgzr~a <br />to preserve the historic and scenic countryside of this Commonwealth from distortion and obliteration by an - <br />sightly advertising structures, and in the interest of the safety of the ~raveling public ~o prohibit the erec- <br />tion a~d maintenance of-distracting advertising structures; therefore, <br /> BE IT RESOLVED that the Counci~ of the City of Portsmouth, Virginia, advocates <br />that the General Assembly of the Commonwealth of ¥irginzs adopt legislation providing maximum restrictions on <br />the erection of signs~and advertisements adjacent ~ highways in this Commonwealth which constitute a part of <br />the National Syste~ of Interstate and Defense Highways." <br /> <br />On motion of Mr. Breedlove, the resolution was adopted, without dissenting vote. <br /> <br /> 60-40 - The Portsmouth Transit Company's 'Petition for Increased Fare' was pre- <br />sented. <br /> Motion of ~r. ~eiseman that the proposal be received aud that the Conncil secure <br />the services of a Certified Public Accountant to examine the records off. the Portsmeuth Transit Company. <br /> <br /> The following substitute motion of Mr. Bartlett was adopted, without dissenting <br />ve~e: "Thst the matter be tabled until the Council has time to study the petition ~ndlthen place it on the <br />agenda again." <br /> 60-41 ~otion of NLr. Weiseman thet the City Manager and City Attorney inves- <br />tigate the feasibility and desirability of a plan to permit a retired enfployee to maintain his services with <br />the City was adopted, without dissenting vote. <br /> <br /> 60-28 - Mr. Smith and M~r. Breedlove expressed their appreciation for the re- <br />marks made by the President at the beginniD~ of the Council meeting. <br /> <br /> 60=4~ - Mr. Seward asked that the City ~anager study and make a report on an <br />appropriate sign to be placed ar all points of entrance ~o the City. <br /> 60-43 - The Mayor welcomed candidates for the Council who were present. <br /> <br /> On motion adjourned. <br />Approved - <br /> <br /> President.
