Block' the majority of' no~th-sout~ str.ee?s of the city, permanently ob- <br />structing and hindering fire, police, ambulance~ services and th~ citizens, 4. Reduce, or destroy, the value of <br />all real property bordering the slopes of the embankment rather than increasing the value as is..the case along <br />ground-level, parallel-access-roa~ type h~ghways such as Tidewater Drive and Virginis Beach Blvd0 <br /> 60-~4 - "! submit the following resolution and recommend its adoption. This resolution <br />deals with the Federal Government dedicating the 100 ft. right of way f~r Alabama Avenue between the property <br />line of the New Gosport DefeDse Housing Project and the right of way of Geor~e~ Washington Highway. This also <br />includes the water main, storm drains, ~ewer mains, sewer pumping station. <br /> In re~urn for this donation by the United S 5ares Government, the City ~agrees <br />to operate and maintain thereafter the street, water mai~, storm drains, sewer main to properly serve the resi- <br />dents of New Gosport. <br /> <br /> Resolution - "wHEREAS the ~nited States Navy Department presently proposes to donate <br /> to the' City of Portsmouth ~ts pr.operty known as Alabama Avenue extending between <br /> its housing pro~ec~ k~own as New Gospor5 Defense Housing and the westerly right <br /> of way lin~ of George Washington Highway, consisting of 1.$80 acres, its S <br /> inch cast iron force sewer extending ~rom said housing pro3ect along ~labama Avenue <br /> hud George Washington Highway to a point where it connects with the sysDem of the <br /> Hampton Roads Sanitation District Commission, ~oget~er with its sewer pumping sta- <br /> Eion and ' related facilities, wate~ mains, and s~orm drains; and <br /> WHEREAS, the United States Navy Depar~men~ has requested the formal expression <br /> from the City as to its will~ingness to accept the a~oresaid facilities subject to <br /> certain reservations in the Federal' Government and' conditions as hereinafter set <br /> forth. <br /> NO~, THEREFORE, BE IT ~ESOLVED, that the City Manager be and he is hereby autho- <br /> rized to accept the aforesaid donation at such time as it shall be Eendered to'him <br /> by the United States of America, upon the following conditions.:~ <br /> a) The United States of Amermca shall reserve unto itself and its <br /> assigns the necessary easements for existing electrical power lines <br /> and gas ~ransmission lines. <br /> b) The City of Portsmouth agrees upon acceptance of the donation to <br /> operate and maintain thereafter the aforesaid section of Alabama <br /> "- Avenue and tke water mains, stor~a drains, sewer mains, and sewer <br /> pumping stations located therein so that the New Gosport Defense <br /> Housing Projec~ will continue To receive uninterrupted s~reet access, <br /> sewer, water and other utility services over and through said Alabama <br /> A+enue. <br /> c) Simultaneously upon acceptance of the donation, the City at its ex - <br /> pense will relocate upon government property at the housing proj. ect <br /> boundary the water meter owned by the United States of America and <br /> presently situate within that portion of Alhhama Avenue ~o he do- <br /> nated To the City. <br /> <br />resolution. <br /> <br />there being no second. <br /> <br />Motion of Mr. Smith Lo concur in the recom~endation of the City l~aaager and adopt the <br /> <br />Motion' of Mr. Breedlove to table ~nd refer to a conference of the Council was lost, <br /> <br />Vote being taken on Mr. Smith's motion, the 3cesolution was adopted, without dissenting <br /> <br />LrNFINISHED LBUSINESS <br /> <br /> 6O-l~ - The following applications for rezoning, approved on first reading at the last <br />regular me'ting of the City Council, were taken up and read: <br /> <br />vote: <br /> <br />lr60 - Application of Robert M.
