<br />deliveries in Cradock before annexation, but did not extend their service to the other areas recently annexed;

<br /> ~ne four Civic Leagues namely: West Bide, WesthavenPark, Rollingwood and Rodges
<br /> Manor, who circulated the petitions for:~he elimination.of Councilmanic primaries,-.p~$sented .the~p~i~ons ~o
<br /> Mayor Baker with the request he deliver them to the prope? ~ity officials. A special City Council meeting was
<br /> called February 6, 1960 to act upon said petitions. At this specis! session on February6., 1960, considerable
<br /> comment was voiced by some councilmen as to ~no fur~ished the p~i~on~ advo~atin~ the elimination of Council-
<br /> manic primaries. One councilman stated that Mayor Raker had instituted the move for the referendum. These
<br /> present at this special meeting were~aeven cpunpilme$, four pity administrative officials, one police officer,
<br /> two newspaper reporters, and ~en proponents'~or the elimination of councilmanic prima~ies. This was the sum
<br /> total of all present at this special meeting.
<br /> Those speaking for the~lmina~ion off%he Councilmanic primaries were: P.E.
<br /> Wnukoski, Louis VJhitehead and Louis H~ Keller. Louis Keffer,$eprese~tingWest Side Civic Lea~e, stated Zhat
<br /> Mayor Baker had prepared and introduced the ~dinance, and prepared the petitions for elimination of Council-
<br /> manic.primaries at the reques~ of the four above mentioned CivicLeagues' Presidents. Since other petitions,
<br /> i.e., the petition on cigarettes, have been.furnished qualified.~leeto~s at taxpayers' expense, it never occurred
<br /> to ns that Mayor Baker would be chastised for. hav~ng_.obtained these,petitions

<br /> the petitions. The ~our Ci~ ~eagues also offered to bear the costs. We feel that it is unfortunate that these
