<br /> 60-100 - "I recommend an appropriation of $109,000,00 from the Annexation Bond Fund be placed on
<br />first reading. ~nis appropriation covers the dourchase of three fire ~ngines in the amount of $66,630.00. These
<br />engines were delivered to the City, April 1st and are now in use. The balance of the appropriation is for con-
<br />struction equipment for streets and highways and aznage.

<br /> Motion of Mr. Weiseman to place an appropriation of $109,000.00 £or said purpose on
<br />first readi.ng, w as~adopted, without dissenting vote.

<br /> 60-101 - "I submit the attached ordinance, closip~ the westerly 78 feet of Seaboard Street,
<br />and- recommend that it .be placed on first reading. This section of-Seaboard Street has never been -improved, or
<br />used as a street. It dead ends within property owned by the Seaboard Airline Railroad Company and can serve no
<br />other property o~w~er.

<br /> The Seaboard has negotiated To sell their property in this area for corm~ercial par -
<br />poses}but it requires the biosing of this portion of Seaboard Street with the City reserving an easement for
<br />continued operation and maintenance of its 20 inch water main now situated in this a rea. This has been approved
<br />by the PlanningCommission.".

<br /> Motion of Mr. Breedlove to concur in .the City Manager's recommendation and placethe
<br /> following ordinance on first reading was adopted, without dissenting yore:

<br /> 60-102 - "I submit the attached agreement between the Diamond Construction Company and the git'
<br />of Portsmouth and recommend the proper City officials be'authorized to sign. This agreement covers the use of
<br />submerged property lying n~th of Seaboard Avenue at Pinners Point. Diamond Construction Company wishes to use
<br />~his as a spo~l area in c~nne~tio~ With the construction o£ the new tunnel,
<br /> This also allows Diamond Construction Company to use this made land for the s~orage
<br />of material and equipment required in the construction of the tunnel. The Construction Company is also required
<br />to furnish the necessary ihsurance and obtain all licenses a~d permits."

<br />~of ~he Central Baptist Church, the deed being recorded on June ~0, 1959, and the Central Baptist Church should
<br /> be~ relieved of taxes after that date, the grantor and grantee having requested that taxes be pro-rated as June
<br /> 30, 1959. The Central Baptist Church~would thereby be relieved of.taxes in the amoun~ of $39.94 for the year

<br />that date. The Church would thereby be relieved of taxes in ~hem~m6unt of $101.55 for the year 1959."

<br /> In this connection, the following two letters were read:

<br /> "The contractor for W.K. smith, Mr. Galbreath, called this office and talked to Mr.
<br />Trogdon. Mr. Galbreath asked if be could proceed demolishing the porch of the building which he wished to re-
<br />model and was told to obtain the necessary permits° He was in the~office in less ~than an hour. When he pre -
<br />seated his plan it indicated that he was changing a single family dwelling to a two-family dwelling on property
<br />~which was zoned B Single Fami%yDwelling District; therefore~ a permit wa~ denied and Mr. Galbreath was inform~
<br />that unless the property~ was.rezoned to C Two-Family-Dwelling District that the building would have to remain
<br />single family. Several days later Mr.~ld Mrs. Smith came to my-office and asked if they could demolish the kit-
<br />chan on the front of' the house and build a new kitchen, on the rear of the house with a bedroom above it. I told
