Financial Im act: · Total anticipated project cost for this project is Outlined On Attachment C. MotiOn by Mr. Benn, and seconded by Mr, Griffin, to adOPt the follOwing ordinance, and was adopted by the follOwing vote: "oRDINANCE TO AMEND cHAPTER 25 OF THE coDE oF THE CiTY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 25,148 THEREOF PERTAINING TO GOLF FEES." Ayes: Berm, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None Motion by Mr. Benn, and secOnded by Mr. Griffin, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $7,425,000 IN THE CAPITAL IMPROVEMENTS FUND FOR RENOVATION OF THE BIDE-A-WEE GOLF COURSE." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None 97 - 325 - Adoption of an ordinance restricting panhandling in public places. Recommendation: · Adoption of an ordinance restricting aggressive panhandling in public places. Pur ose and Need: · Panhandling laws need to be strengthened in order to prevent blight, especially in the downtown and midtown areas. · Aggressive panhandling is generally defined as threatening, intimidating, or harassing conduct and is outlined more specifically in the ordinance. Financial Impact: Enforcement of this ordinance will encourage new businesses to locate in these areas and will stabilize existing businesses which have been experiencing problems. Motion by Mr. Benn, and seconded by Mr. Pitts, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND AND REORDAIN THE CODE OF THE CITY OF PORTSMOUTH (1988) BY THE ENACTMENT OF SECTION 24-263, DEALING WITH AGGRESSIVE PANHANDLING." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None
