282 <br /> December 9 1997 <br /> <br />· Bids were received for renovations to Bide-A-Wee Golf Course and <br /> construction of related buildings including the pro-shop, banquet pavilion, <br /> cart barn, etc. <br /> <br />· Renovations are scheduled to be completed in the Fall of 1998. <br /> <br />Financial Im act: <br /> <br />· Total anticipated project cost for this project is Outlined On Attachment C. <br /> <br /> MotiOn by Mr. Benn, and seconded by Mr, Griffin, to adOPt the follOwing <br />ordinance, and was adopted by the follOwing vote: <br /> <br /> "oRDINANCE TO AMEND cHAPTER 25 OF THE coDE oF THE CiTY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 25,148 THEREOF <br />PERTAINING TO GOLF FEES." <br /> <br />Ayes: Berm, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> Motion by Mr. Benn, and secOnded by Mr. Griffin, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO APPROPRIATE $7,425,000 IN THE CAPITAL <br />IMPROVEMENTS FUND FOR RENOVATION OF THE BIDE-A-WEE GOLF <br />COURSE." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97 - 325 - Adoption of an ordinance restricting panhandling in public places. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance restricting aggressive panhandling in public places. <br /> <br />Pur ose and Need: <br /> <br />· Panhandling laws need to be strengthened in order to prevent blight, <br /> especially in the downtown and midtown areas. <br /> <br />· Aggressive panhandling is generally defined as threatening, intimidating, or <br /> harassing conduct and is outlined more specifically in the ordinance. <br /> <br />Financial Impact: <br /> <br />Enforcement of this ordinance will encourage new businesses to locate in <br />these areas and will stabilize existing businesses which have been <br />experiencing problems. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO AMEND AND REORDAIN THE CODE OF THE CITY OF <br />PORTSMOUTH (1988) BY THE ENACTMENT OF SECTION 24-263, DEALING WITH <br />AGGRESSIVE PANHANDLING." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> <br />
