279 <br /> December 9, 1997 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, December 9, 1997, <br />there were present: <br /> <br /> Mayor James W. Holley II1, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., Cameron C. Pitts, James T. Martin, P. Ward Robinett, Jr., J. Thomas <br />Benn 114 City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to approve the <br />minutes of a Called Meeting on November 10, 1997; and Regular Meeting on <br />November 10, 1997 were approved as corrected; and were adopted by <br />unanimous vote. <br /> <br />97-321 - Presentations: <br /> <br />Presentation to Mayor James W. Holley III by Cathy Coleman and David <br />Culpepper for winning the "Mayor's CUP" trophy in the Lighted Boat parade. <br /> <br />· SalUte to Portsmouth City Departments that participated in the Grand <br /> Illumination parade sponsored by the cities of Norfolk and Portsmouth. <br /> <br />· Proclamation presented to Chief John Tucker, Rosemary Carter, and Donna <br /> Jordan for "DrUnk and Drugged Driving (3D) Prevention Month." <br /> <br />Distinguished Service Award presented to Moses Atkins, Tony Vastardis, <br />Willie Carter, and Fred Brusso. <br /> <br />- PUBLIC HEARING - <br /> <br />97 - 322 - Public hearing to receive citizen views on a resolUtion to proVide that <br /> the City Charter be amended to permit the City to acquire and hold <br /> land for the purpose of economic development. <br /> <br />1. William E. Copeland, 2167 Staunton Avenue, spoke in opposition to the <br /> amendment to the City Charter. <br /> <br />2. Martin smith-Rodden, 1731 Barron Street, spoke in support to the <br /> amendment to the City Charter. <br /> <br />97 <br /> <br />(a) <br /> <br />Raleigh Harsley, 2124 Peach Street, spoke in opposition to the amendment <br />to the City Charter. <br /> <br />Shirley Hines, 1016 Blair Street, asked for clarification on the Charter <br />change. <br /> <br />- 323 - Public hearing on a use permit and code amendment applications: <br /> <br />UP-97-21 - HODGES MANOR NEIGHBORHOOD - Request of Lionel <br /> Goodwyn for a use permit to operate a Christian Outreach <br /> Center at 2850 Airline Boulevard. (PLANNING COMMISSION <br /> RECOMMENDED DENIAL) <br /> <br /> <br />
