March 13, 2001 <br /> <br />Financial Impact: <br /> <br />The Virginia Exile Grant was approved in the amount of $100,517 in general funds <br />with a cash match in the amount of $11,167 for a total award of $111,684. This is <br />the first year of a four-year grant requiring an annual renewal. The City has no <br />obligation when the grant expires. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to transfer $111,684 from the <br />Grants Contingency Account for the Virginia Exile Program, and was adopted by the <br />following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />01 - 89 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />01 - 90 - Items Submitted by Council Members <br /> <br />Councilman Whitehurst announced Columbia Gas will be having a public hearing on <br />March 22nd at 7:00 p.m. in the City Council Chamber. He also spoke on the Mayor's <br />Benefit Ball and indicated a report will be provided at the next meeting. <br /> <br />Councilman Pitts spoke on the ferry dock at North Landing. <br /> <br />Councilman Moody announced a town hall meeting to be held on April 5th at 6:00 <br />p.m. at James Hurst School for Vision 2005 for residents of Cradock. <br /> <br />01 - 91 - Non-Agenda Speakers <br /> <br />1. Pamela A. Bowman, 2522 Moton Street, spoke on funding $4 million for air <br /> conditioning in schools. <br /> <br />Fred Salanitro, 306 Pennington Boulevard, Portsmouth PTA Council representative, <br />spoke in support of funds for air conditioning the schools and for full funding of the <br />schools operating budget. <br /> <br />3. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on funding $4 million for air <br /> conditioning in schools. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to waive the rules of order <br />to allow Mr. Perry-Bey an additional minute to speak, and was adopted by <br />unanimous vote. <br /> <br />Roy L. Perry-Bey, 7510 Granby Street, Norfolk, VA, Executive Director of Citizens in <br />Hampton Roads for March Against Poverty, spoke on requesting a federal <br />investigation by the Justice Department on the relocation practice of Bush <br />Construction and threatened a criminal investigation. <br /> <br />5. Dr. Elizabeth Daniels, 4259 Greenwod Drive, spoke on the living conditions of the <br /> residents of Fairwood Homes. <br /> <br />6. Victoria L. Beecher, 5230 Sweetbriar Circle, spoke on funding $4 million for school <br /> air conditioning. <br /> <br />Sandra Johnston, 4507 Griffin Street, spoke on a request for a report from the <br />Mayor about the Midtown Motel. (Ms. Johnston was provided a written response <br />immediately following the meeting) <br /> <br />Lucinda Pitt, 252 Dorset Avenue, President of Fairwood Homes Civic League, <br />spoke on the March 6th newspaper article on the census and comments by Ms. <br />Rogers. She asked for assistance from the City for Fairwood Homes residents. <br /> <br /> <br />
