<br /> return re local school boards their powers and responsibilities and to insure
<br /> their protection against political interference from both within and without

<br />Third, that the Council of the City of Portsmouth does hereby request, until
<br />such time as the sc.heel system may be free of political pressure from within
<br />and withou~ the City and re insure the maximum availability of knowledge con-
<br />cerning the u se of public funds by the school system, that Section 2-80 of
<br />the Code of the City of Portsmouth be complied.with in the following manner -
<br />s. the education section of the City'budget be codified, b. bookkeeping and
<br />audi~ procedures be modernized to insure that all funds are,expended by
<br />numbered vouchers indicating the applicable item of appropriation in the budget
<br />to be ¢redited, c. a monthly report of revenue receipts, expenditures and
<br />encumbrances against each budge~ item provided the City Auditor for inclusion
<br />in his monthly financial ~epQrt to Council, d. copies of the annual audi5 of
<br />school funds be provided each.member of Council, and
<br />BE IT FURTHER RE~0LVED,, that copies of this resolution be sent ~o all members
<br />of the School Board, the Superintendent of Schools and elected representatives
<br />from .this area re the General Assembly of Virginia and ~he ~osgress of the
<br />United States.
