At a regular meeting of the City'Council, held on ~ugust 2Srd, 1968, there were present <br /> <br />R~ Irvine Smith, Jack Pi Marries, W.R. P~eedlove, N'.T. Leary, R.B. Seward,- <br />GeorgeR. Walker, ~. Earl Weiseman, A.P. Johnson,Jr., City Manager, and <br />J.S. Livesay, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Weiseman. <br /> Minutes of regular meeting held on August 9th, 1960 were read and approved. <br /> The following reports from the City Manager were read: <br /> <br />60-264 - 'I submit the .attached ordinance and recommend that it be placed on first <br />~readiag. This amends Section 27-26 of the Code with reference to passengers riding in the front seat of taxicabs. <br /> This,ordinance allows a passenger 'toride in the frontseat and is done as <br />safety measure for the taxicab drivers~ <br /> <br /> ~Motion of Mr. Weiseman to approve the following o~dinance on first reading was adopted, <br />withoutdissenting-vote: <br /> <br /> ~ ~7 "AN ORDINANCE TO A~END SECTION 27-27 'OF TNE CODE OF THE CITY OF PORTSMOUTH, <br /> / VIRGINIA, 1951, CONCERNING LIMITATION OF PASSEN GEES IN FRONT SEATS OF TAXICABS" <br /> <br /> 60-265 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This ordinance amends the pre,eat ordinance by placing an additional dollar charge when a person does <br />not pay the p~rking ticketwithin seventy ~wo hourS. This dollar 'covers the cost ef an additional notice that <br />is sent when the ticket is. net paid within seventy two hours. Since January 1St, 1960, 7,9~9 yellow tickets <br />have beau issued and of this amount 2,321 have ~reCeived notice of failure ~to pay within the seventy two hours." <br /> <br /> On motion of-Mr. Breedlove, the following ordinance was approved on first reading, <br />without dissentingvote: ~ <br /> <br />'AN ~RDINANCE TO A~END SECTION 30-155 OF THE CODE OF THE CITY OF 'PORTSMOUTH, <br />VIRGINIA, 1951, CONCERNING THE PROCEDIgRE IN CASE ~OF VIOLATION OF CHAPTER 30~ <br />~RTIcLE-VlII, PARKING~ETERS' <br /> <br /> 60-266 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This is s similar ordinance as the previous one but deals with the red ticket or $3.00~ticket for <br />i~leg~l parking. Since ~anuary 1st, 19,60, 2,489 red tickets have been issued and of this .amoUnt 502 notices <br />have been sent for failure to pay within the seventy-two hour time ~imit." <br /> <br />On motion of Mr. Barnes, the followi~ ordinance was approved on first readi r~, withoul <br /> <br />dissenting vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 30~86 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VII{GINIA, 1951, ~8 A~ENDED, CONCERNING PROCEDURE ~WHEN %~EHICLE' ~OUND ILLEGALLY <br />PARHED" <br /> <br /> 60-267 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This erdinance repe~Ts Sections 30-87 and 30-89 concerning'impounding and sale o~ abandoned automobile~ <br />This is now covered in Section 2-~1.2 through <br /> <br />On motion of Mr. 1Breedlove, the following ordinance was approved on~rst reading withoul <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1951, <br />BY REPEkLING SECTIONS 30-~7 ~ND 30-~9 RELATING TO TBE IMPOUNDING OF ILLEGALLY <br />PARKED VEEICLES, AND THE SALE OF IMPOUNDED VEHICLES" <br /> <br /> 60-268 - "I submit the attached lease and recommend that the proper city officials <br />be authorized to sign. Thisis an amended lease with the Seaboard Air Line Railroad Company for the rise of ware- <br />houses $ and 9 at the foot of Crawford St., sow owned by the City of Portsmouth. <br /> The present lease cmlls for an eight month notic~ of cancellation by either <br />party. This amendment stipulates that they can use the property until July 1st, 1962. At the expiration of <br />this lease the Seaboard will cease operations at this location and remove the tracks from Crawford St. The <br />Seaboard has requested this amendment in order that they may mak~ some repairs to the warehouse." <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of the City Manager and that the <br />proper city offie'ials be authorized to sign the lease was adopted, and by the following vote: <br /> <br />Ayes: Smith, Barnes, Breedlove,.Leary, Seward, Walker, Weisemaal <br />Nays: Ncaa <br /> <br /> 60-269 ,- "I submit the attached agreement between the State Department of Agriculture <br />and the City of Portsmouth for the inspection ofwei~hts and measures in the City. This agreement provides for <br />· he City to pay fifty per cent of the salary and expense for an inspector to .be Tocated in l~ortsmouth, This <br />agreement can be cancelled on thirty days' notice by either party." <br /> <br /> Motion of Mr. Breedlove ~o concur in the recommendation of the City Manager and that <br />the proper city officials be authorized to sign the agreement was adopted, without disse~ting vo~e. <br /> <br /> 60-270 - 'I have received an offer for the pu~ch~se of some of the school buses <br />which were rejected when bids were opened, West End Transit Company has offered $5,100.00 for the following <br />buses: <br /> ~gl 1953 International ~99 1953 International <br /> #SS 1951 International #100 1953 International <br /> ~95 1953 International <br /> I recommend that these buses be sold to the above party," <br /> <br /> <br />
