<br />.conducting o~Lr businesses in the vicinity of-Fourth St. at its intersection with the 'Fourth St. Yard Gate,

<br /> respectfully, represent to the Council of the City 'of Portsmouth as follows:
<br /> -Each and'every person signing this petition has a substantial
<br /> invested in his individual business in the area-aforesaid and it is a matter of common knowledge and has been one~
<br /> for a,number of years that business conditions in this area-have' declined from year to year.
<br /> It is our unamimeus Opinion that theentire business area in this section shoul~
<br /> be provided by the City of Portsmoeth with increased lighting facilities throughout thearea. As the area now
<br /> stands so far as lighting is comcern~d, it ~s~highly~ obscure.
<br /> By substantially increasing the lighting facilities in this are, it will tend
<br /> to beautify this section of the City of Portsmouth and in addition thereto it is felt by the undersigned that it
<br /> will tend to point out this area as a desii~able business section in this part of the City of Portsmouth.
<br /> Of course, by increasing the business activity in this area, the City of Ports-
<br /> mouth would benefit by receiving additional taxes as result of the increase mn business activity.
<br /> It is'respectfully requested that the Honorable City Council take this request
<br /> into serious consideration for we feel it is, a matter that requires due consideration by this governing body.

<br /> was read:
<br /> "Please be advised attached hereto an ordinance for your consideration for its adoption
<br /> which was ~leted from public .law in-1956. It iS our 'opinion that;the presenz classification and compensation
<br /> plan mfor city employees ms invalid and would appreciate you giving:y~ur opinion as to whether said plan is valid,
<br />It is requested that a representative of this Local be included on the adjenda when
<br />-.~his matte~ comes before th~' Council for c'o~sideration and it is further requested that we he notified in writing!

<br /> ~Motion of Mr. Weiseman that the coramunication be-referred to an early conference of
<br />the Council and that Mr. Turtle be glven an opportnnity to ap~ear.a~ that time.

<br /> Mr. Breedlove rose to a point of order calling attention ~o Section 2-11 of the Code
<br />of the City of Portsmouth, under Division 2 Rules of Order, which reads as follows:

<br />'Section R-11.
<br />
<br />Introduction of Ordinance, etc., after rejection of similar one.
<br />After the council a hall have finally rejected an ordinance or
<br />~eselution, another of substantially the same import shall not
<br />be placed on the docket by the Clerk or entertnined by the Council,
<br />unless two-thirds of the members elected petition for same, before
<br />the expiration of three months, after which time such rejection
<br />shall have no effect thereon.'
<br />
<br /> The Chair ruled that, according to the section of the Code presented, the ma~zer can no
<br />be considered at this time.
<br />
<br /> Motion of Mr. Breedlove that the cormauni:¢ation be received as information and that the
<br />sender be advised of the Chair's decision, was adopted, without dissenting vote.

<br /> 60-297 - The following commup_ieatiou from Mrs . Mary_McDaniel, .312 Sa~i~ders Drive,

<br /> "The Portsmouth Transit Compm~y is~treating Cbc bus riders of the Hedges Ferry area,
<br />like stepchildren, Where formerly the Community hus,Comp~r~y gave us 30 minute service, we now have one and two
<br />h~ur service, meted out to us by the Portsmouth Transit Company. I beg you, gentlemen of the City Council,
<br />please do somethiug constructive abou~t this service. Not ouly-are the bus riders in this area unhappy and dis-
<br />gusted with the bus service; it also is not good for the merchants in dow~town Portsmouth. and Midcity. People
<br />just do not go shopping as often when they have'to wait two hours for a bus. I am inclosing a schedule so you
<br />can study it. The P.T.C. motto is "Getting Around Tow~ By Bus is Qui,c~er than you think". I think that is the
<br />most far-fetched statement I ever heard. Please, gentlemen, I hey you, help us ge~ better bus service in the
<br />Hedges Ferry area. After all we are now officially a part of the City and deserve be~er treatment~ (Signed -
