Livesay, Jr., City Attorney. <br /> <br />The meeting was opened with prayer-by Mr. Weiseman. <br /> <br />Mrs. Carter. <br /> <br />Minutes of regular meeting of October llth were read and approved. <br /> <br />The Chair welcomed the Sociology Class of Woodrow Wilson Nigh School and their teacherl, <br /> <br />~ {~llowing communications from the City Manager were read: <br /> <br /> 60-321 - "I submit the attached ordinance and recommend that it be placed on first read- <br />ing.' This amends the ordinance with roferonce to the digging of graves in the City Cemeteries to allow it <br />to be done by contract. <br /> <br />Motion of Mr. Weiseman ~o p lace the following ordinance on first reading, was adopted. <br /> <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 6-20 OF THE CODE OF THE CITY OF PORTSMOUTH <br />VIRGINIA, 1~51, TO PROVIDE FOR PER~OR~DXNCE OF CERTAIN WORK IN ~I~CFa~E.TERIES <br />UNDER CONTRACT" <br /> <br />60-325 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This ordinance authorizes a 'Quick-Take' condemnation of certain properties along <br />Airline Boulevard. This is ~eeessary for the widening and improvement of this street under the Highway Program <br />previously approved." <br /> <br />without dissenting vote: <br /> <br />On motion of Mr. Breedlove, the following ordinance waa~approved on first reading, <br /> <br />"AN'ORDINANCE TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTIES BY THE CITY <br />UNDER EMINENT DOMAIN PROCEEDINGS PURSUANT TO CHAPTER 258 OF T~E ACTS OF ASSEMBLY <br />OF 1958, SAID PROPERTIES BEING NECESSARY 'FOR THE IMPROVEMENT OF AIRLI}~ BOULEVARD" <br /> <br /> 60-326 - "I submit the attachod ordinance and recommend that it be placed on first <br />reading. T his ordinance closes a small portion of a cul-de-sac at the end of Thelmar Lane to allow a proper~y <br />owner to construct a house on his property and conform to the Building Code and Zoning requirements. This has <br />been approved by the Planning Commission." <br /> <br />On motion of Mr. Weisoman, the following ordinance was approved on first reading, <br /> <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF THE CUL-DE-SAC AT THE NORTHWESTERN END OF <br />THELMAR LANE" <br /> <br /> 60-327 -~ "The William B. MacDonald Jr, Corporation has requested a lease on the <br />Portsmouth Municipal Stadium to conduct professional baseball games, the lease ~o stipulate the payment of <br />$600.00 rental for the period January 2nd, 1961 zo September 30th, 1961 and the privilege of selling beer at <br />the baseball games; no beer to be sold a~ any High School or youth activities. <br /> <br /> <br />
