60-364 - The following communication from the Tara Corporation was read:

<br />northwes~ line of Airline Blvd. and the south line of Brighton St. b e vacated in accordance with the provisions
<br />of Section 15~766 of,the Code o£ Virginia, 1950, as amended.
<br /> The undersigned constitute all owners of record of all the properties abutting the
<br />portion of the~s~reet ~o be closed.
<br /> ~ne State Highway Department's plans for improvement of Airline Blvd. are based on
<br />the above street being vacated and the Planning Commissio~ has recommended that the same be vacated.
<br /> The closing of this street will in no way adversely affect the rights or property of
<br />
<br />any private person or the pubIic.

<br /> "Your agenda for December 13, 1960 contains a proposal that the single ~ssessor system
<br />on real estate be recreated in Portsmouth. West Side believes that an ordinance of this magnitude should be
<br />thoroughly-presented ~o the Eaxpayers prior to becoming law. Since the last single assessor system was revoked
<br />by mandate of the voters we believe that the suggestion made by Mayor Smith, th~% a series of nei~borhood meet-
<br />in~s be held to inform the public, a worthy one. ~owever, we believe that some sort of public ~earing should be
<br />available to the voters.
<br /> It is the belief of our civic league that the placing of this proposal on the agenda
<br />during the month of December is ~o~ in the best interest of the citizens of Portsmouth.

<br /> I~he Manager reported that he had investigated and found that no ordinance was being
<br />violated in the use of the lot for sale of trees; therefore the City could not take any action in the matter.
