<br /> "Your agenda for December 13, 1960 contains a proposal that the single ~ssessor system
<br />on real estate be recreated in Portsmouth. West Side believes that an ordinance of this magnitude should be
<br />thoroughly-presented ~o the Eaxpayers prior to becoming law. Since the last single assessor system was revoked
<br />by mandate of the voters we believe that the suggestion made by Mayor Smith, th~% a series of nei~borhood meet-
<br />in~s be held to inform the public, a worthy one. ~owever, we believe that some sort of public ~earing should be
<br />available to the voters.
<br /> It is the belief of our civic league that the placing of this proposal on the agenda

<br />violated in the use of the lot for sale of trees; therefore the City could not take any action in the matter.
