Peyton Ken of Silas Kea and Sons, spoke. <br /> <br />Vote being taken, Mr. Weiseman's motion was adopted and by the followzng vote: <br /> <br /> Ayes: Smith, Breedlove, Walker, Weiseman <br /> Nays: Barnes, Leary, Seward. <br /> <br />Sl-25 - The f~llowing communication from the Planning Director was read: <br /> <br /> "At its regular monthly meeting on February 3rd, 1961, the Planning Commission unanimously <br />approved a resolution declaring as surplus two city-owned lots at the intersection of Ash and Whitson Sts. and <br />suggest that these properties be sold." <br /> <br /> Motion of Mr. Weiseman that the City Manager be authorized to receive sealed bids on the <br />abGve-described lots was adopted, without dissenting <br /> <br /> 61-26 - The following ~esolution from the Planning Commission was read: <br /> <br /> "the following resolution was adopted on February 3, 1961, by a unanimous vote of the Cit <br />Planning Commission, at its regular monthly meeting: Y <br /> <br /> "Be it Resolved by the Portsmouth 'City Planning Commission: <br /> That, a recommendation be submitted to City Council urging preparation of a 'General <br /> Neighborhood Renewal Plan' for an area flanking ithe (Va-R-6) "Lincolnsville Urban <br /> Renewal Project' generally known as "PARK VIEW" and depicted by specific boundaries <br /> on the attached map so-titled, and <br /> Tbmt, a "General Neighborhood Renewal Plan" would be prepared by the Portsmouth <br /> Redevelopment and HouSing Authority, using funds available to it under provisions of <br /> Public Law 1020, Section 102 (d), 8~th Congress, and <br /> That, the Planning Commission would work closely with the Redevelopment and Housing <br /> Authority in the preparation of s "Gen~rnl Neighborhood Renewal Plan" for this afore- <br /> mentioned "PARK Vi~" area: pumsuant to provisions of Portsmouth's "Workable Program <br /> for Community Improvement" revised in November 196~ by o. fficial action of the City <br /> Council and officially recertified in January 1981 by the Administrator of the Housing <br /> and Home Finance Agency, and <br /> That, the City Council be a~ised preparation of this "General Neighborhood Renewal Plan" <br /> would constitute a ma~or step in revision of our City Master Plan."(Signed J. Fraley was read: <br /> <br /> "Again, I make a plea on behalf of the private bus operators, to and from the Navy Yard. <br />To let them continue to operate means hundreds like myself will have efficient, safe and cheap ~ransportation to <br />and from work with no parking problems for the City, .ss the U.S. Government furnishes a plaee for the buses. <br />Inclosed are two scheduIes, an old one and a new one. When you granted PTC the right ~o operate out here, we hsd <br />bus service every 30 minutes. Now they want s twenty five cent fare .and have already cut the service to one bus <br />ever~ hour and ten minutes. That's over half of the service abolished and served notice at one of your meetings <br />that many cities get .30 bus fare so that is their next demand, after they get the .~5 fare. I am sure a better <br />transportation system can be provided the City by another company if given the chance.PTC and Council have been <br />fighting for six or eight years over rates, schedules, etc. Hoping the transportation issue will soon be <br />solved and wishing you success in 'the accomplishment ofthis, etc." <br /> <br /> Motion of Mr. Breedlove th~ the communication be acknowledged and referred to a confer- <br />ence of the Council, on transit matters, was adopted, without dissenting vote. <br /> <br /> 61-29 - Mr. Walker presented a drainage problem in' the area of Simonsdale and Cedar <br />Point , <br /> ~otion of Mr. Breedlove to refer ~o the City Manager for investigation snd report, and <br />reconm~endation at the next meeting of Council was adopted, without dissenting vote. <br /> <br /> 61=30 Tke foltGwing letter from Hunter G. Webb was read: <br /> "I hereby tender my resmgnation as s member of the Portsmouth Plar~uing Commission. It is <br />my desire that my resignation become effective immediately.
