<br /> It was also stated in this letter that, 'it should be the desire of all members of
<br /> the'City Council to do all intheir power to increase citizens' participation i~ our City Gov~rhment.by holding
<br /> meetiqgs at a time convenient to the majority o.f the citizens'.
<br /> At the regular meeting of this League, April 3, 1961, the above statement was reaffirmed.
<br /> Further this League went on record in support of the proposal as made by Councilman
<br /> Walker to change the Council rules to have committee meetings on the first and third Tuesdays of each month at
<br /> T:30 P.M. Even though Councilman Walker's proposal was defeated, it does act prevent one of the Councilmen who
<br /> voted against this proposal reintroduce this or a similar proposal for action at this time.
<br /> The majority of items before Council that are referred to conferences are of a nature
<br /> that should be discussed at a night meeting with proper notice given to the public via the press in order for
<br /> those who are interested in hearing the viewpoints of each Councilman an opportunity to attend.
<br /> We are of the opinzon that every qualified voter should avail himself o~ the opportunit
<br /> of attending Council meetings as often as ~ossible. What better way would there be co create more interest at
<br /> election time, making it possible to know the Councilmen, and to understand the functions of the City government'
<br /> We hope it will be the will of th&s Council to return their discussion of the City's
<br /> business to night time meetings."

<br /> Motion of Mr. Breedlove to s~spend the rules to hear from Mr. Keller was adopted,
<br /> without dissenting vote.
<br />
<br /> Mr. Keller spoke relative to the meetings and conferences of the Council.
<br />
<br /> Motion of Mr. Breedlove that the communication be received and acknowledged in the
<br /> same spirit in which it has been discussed at this meeting, was adopted, without-dissenting vote.

<br /> 61-110 - The following communication from L. H. Keller, Corresponding Secretary,
<br /> West Side ~ivic League, was read:

<br /> "We are pleased to see that' Council ~aa taken action to strengthen the use permit.
<br /> To da~e we have seen no action of City Council in regard to the proposal as made by
<br /> this League at the public hearing held March 28, 1961, in regard to automobile grave yards.
<br /> We.would appreciate Council taking action on this proposal at theApril 25th City
<br /> Council meeting."

<br /> Motion of Mr., Barnes that lhe matter be referred to~ the study of the City Code, now
<br /> in progress, was adopted, without dissenting vote.

<br /> 61Till -- ~The foll~wing communicat£on fro~W. Frank Chnpm~n, Town Manager of Salem,
<br /> Virginia, was read:

<br /> "The Council of the To~n of Salem is very much interested in Daylight Savings Time
<br /> but is of the opinion that if suGk Daylight .Savings Time-is eot ~adopted on a s~ate-wide basis much confusion
<br /> will result.
<br /> ~e ~a~e requested that the Vi~gini~ Municipal League and its Legislative Committee
<br /> sponsor appropriate legislation for the adoption of Daylight Savings Time on a state-wide basis during the
<br /> coming session of the General Assembly.
<br /> Our Council urges you to con~act the me~bers of the General Assembly representing your
<br /> municipality and ask that they s~pport such legislation when ~n appropr£ate bill is introduced in the nexm session
<br /> of the General.Assembly.
<br /> We further urge that your support be given to the LeMgue and its Legislative Committee
<br /> in sponsoring such legislation,, which will ~esult in benefits sot only. ~o your municipality, but also to
<br /> industries, merchants and other commercial activities of your municipality."

<br /> 61-,ll~ - The f~llowing communzcation' from M~s. Rebecca MacFayden was read:
<br />
<br /> "This is to remind~Ceu~cid af action taken.in its meeting of March 28, 1961 in response
<br />to a communication from the South Portsmouth Improvement League, dated March 22. At that mooting'Council voted
<br />action on the letter in the effect that the Mayor appoint the City Manager and the City Planning Commissioner
<br />to make a study of the area referred to iu the letter and report to Council. Also Cooncil voted that a letter
<br />of confirmation be sent to the South Portsmouth I~provement League. It was noted in Council's meeting of
<br />April 4, 1961 during the reading of the minutes o~ the previous meeting (March 28) that no mention was made of
<br />Council action on the South Portsmouth League's letter. To date,.no ~ett,er of.a~nfirmation has been recemved.
<br /> May I request that CounCil please supply me with this letter so that I might have it
<br />to present to the League at its next meeting, to .be, held M~y 2. .

<br /> 61-113 - The report from the S~a~e Auditor of ~ablic Accounts on the records of the
<br />City Treasurer's office, was presented, and on motion of Mr. Barues, received as information.
<br />
<br /> 61-114 - The following communication from Mrs. Dana J. Bright was read:
<br />
<br /> "On April 6, 19al, the Lincoln Memorial Cemetery, which is adjacent to my property
<br />located at 122 Wright Avenue, Highland Park, was set fire by some unknown children playing in the cemetery and
<br />considerable damage was done to a double garage owned jointly by me and the family next door.
<br /> Last spring I spoke to the Mayor, Mr. Smith, asking him how I should go about getting
<br />the property of the Lincoln Memorial Cemetery adjoining my property cleared of weeds and underbrush. He told
<br />me that he did not know off hand but to call Miss Caroline Gort~ which I did, and she informed me that the matter
<br />would be brought to the attention of Mr. Johnson (City Manager) and it would be turned oMer co the proper official.
