While they are confined they are exposed rD adults who certainly are not the ~ype <br />persons we would, want our youths to associatefwith. They have 1Lttle or no chance for education, recreation or <br />rehabilitation in these quarters, even though it may take some time before final disposition is made. <br /> We therefore feel that this is]an urgent matter and hope that further thought and in - <br />vestigation be given this matter of providing the youngsters in Portsmouth, who-may unfortunately need it, separ- <br />ate facilities for their detention and rehabilitation.
