<br /> ........ "We, the undersigned qualified voters and permanenz residents living along Deep Creek
<br />Boulevard and in the area of North Fairview Circle and Bell Haven Road, respectfully petition the Honorable City
<br />Council of the City of Portsmouth to kindly consider the wi~hes of your petitioners and ~o close and pipe the
<br />drainage ditch running parallel zo Deep Creek Boulevard between North Fairview Circle and Sell Haven Road, in
<br />front of 600 and 602 Deep Creek Boulevard, or zo do whatever is necessary Eo eliminate such a nuisance.
<br /> The parenzs of small children must keep a watchful eye on them a~ all times to avoid
<br />their falling in this ditch. At some points the said ditch is deep enough ~o drown a small child. It is also very
<br />unattractive and makes it impossible for the residents along the ditch zo keep the grass and weeds cut down be -
<br />cause of erosion. Your assis%ance in this m~er will be greatly a~preciated.

<br />of the individuals and agencies who were r~sponsible for the successful celebration of Armed Forces Week, was
<br />adopted, without dissenting vote.

<br /> 61-145 - The Chair stated that a planetarium is being proposed for Norfolk County
<br />and he would like for Portsmouth zo give cons~eration to establishing a planeSarium in Portsmouth City.
<br />

<br />of establishing s planetarium, was adopted, without dissenting vo~e.

<br /> 61-146 - (Addressed zo the City ~anager) "At the suggestion of Mayor Smith~ with
<br />whom I talked earlier, I am ~equesti~g that you presenz the attached resolution to tonight's session of City
<br />Council. It is hoped that.the resolution will be referred to the appropriate body for action ar an early date.

<br />"WHERF~S, it was called to the attentio~ Of Child and Family Service-
<br />Travelers Aid, Inc., and Portsmouth Ares Chapter Vimgi~ia Association
<br />for Mental Health that there are no hospital facilities in the City of
<br />Portsmouth for interi~ care and zreatmen~ of people suffering from men-
<br />tal and emotional illness,
<br /> WP~EREAS, these [we organizations, interested in the total health and
<br /> welfare of people in the City of Portsmouth~ appointed joint sub-committees
<br /> re explore and investigase the prevailing facilities,
<br />WHEREAS, in exploring facilities this j aint committee visited the jail~
<br />where the mentally ill are presently housed,
<br /> WHEREAS, it was learned that Mr. Owens, the City Sergeant, on several
<br /> previous occasions has requested funds in his budgez to make the detainment
<br /> of these mentally ill persons safer,
<br />WHEREAS, it was also learned that the amount the City Sergeant has requested
<br />is no greater than the amounz spenz annually zo repair damages done by the
<br />aforementioned mentally ill persons,
<br />WHEREAS, during the 18 month period from June 1, 1959 zo December 31, 1960,
<br />147 persons spent 529 days in jail awaiting admissions zo a State Mental
<br />Hospital;
<br />WHEREAS, Section 37-81 of the Code of Virginia as amended s~azes, "In no
<br />case shall any sheriff, sergeant, or jailor confine any mentally-ill,
<br />epileptic, mentally-deficient or inebriate person in a cell or room with
<br />prisoners charged with or convicted of crime,"
<br />WHEREAS, the joint committee was encouraged ~o learn that there will be
<br />hospital facilities for temporary care and treatment of the mentally ill
<br />when the new unit of Portsmouth General Hospital is completed late in 1962,
<br />WHEREAS, even though this joint committee is encouraged by the future
<br />facilities at Portsmouth General Hospital it recognizes there will be
<br />continuing need from some patients to be housed at the jail until such
<br />time that there are facilities 5o accom~odaY~ all mentally ill persons,
<br />WHEREAS, the City Council can effect ~ solution by sufficient appropriation
<br />of funds for the jail as requested,
<br />THEREFORE, BE IT RESOLVED by the Boards of Directors of Child and' Family
<br />Service-Travelers Aid, ~ncorporated .and the Portsmouth Area Chapzer of the
<br />Virginia Association for'~ental Healt~ that the City Council appropriate
<br />in its 1961-196~ budget funds as requested in the City Sergeant's budget
<br />to furnish suitably ~wo jail cel~s for the detainment of the mentally ill."
