<br />facilities, has been most gratifying and it is therefore, with a feeling of regret that I take this action."

<br />61-178 - The following communication from Theodore Schneider was read:
<br />
<br /> "On 28 July 1959 the City Council elected me a member of the School Board for a three
<br />year period beginning 1 July 1959 to represent the Third District Due to the fact that I am building a home
<br />in the county and expect to move in June of this year, I am writing to request that you accept my resignation
<br />effective at your~pleasure.
<br /> I wish to thank the Council for the trust imposed in me. My work and association with/
<br />the other members of the School Board and the Superintendent and his staff has been most gratifying and rewarding~
<br />It is, therefore, with a feeling of sincere regret that I must take this action."
<br />
<br />vote.

<br />On monion of Mr. Weiseman the resignation was accepted with regren without dissenting
<br />
<br /> 61-179 - Notice of hearing before the State Corporation Commission to be held in
<br />Richmond, Virginia at 10:00 A. M. on July 11, 1961, in the application of LeRoy Baptist for certificate of
<br />public convenience and necessity as a special or charter party carrier by motor vehicle for the handling of
<br />passengers, was read.
<br />
<br />On motion of Mr. Barnes, referred to the City Manager without dissenting vote.
<br />
<br />61-180 - The following communication from L. F. Daugherity and Z. R. Yeary was read:
<br />
<br /> "We the undersigned do hereby respectfully make application for permit to operate a
<br />Club Bus or Buses between Lincoln Gardens - Douglas Park and Doin%town Portsmouth, Virginia for the benefit of
<br />the workers in tke City of Portsmouth, Virginia. The fare to be fifteen cents (15¢) each way; no nransfers given]
<br />The route to be used is pending."
<br />
<br />On motion of Mr. Seward, referred to a conference of the Council, without dissenting
<br />
<br />vote.
<br />
<br />61-181 - Mr. Walker presented the following resolution and moved its adoption:
<br />
<br /> "~{EREAS, it has come to the attention of the Council of the City of
<br />Portsmouth, Virginia, that the Virginia Department of Highways is considering
<br />a change in the plans for that part of the Interstate Highway between Bower's
<br />Hill and the Tunnel entrance ~nd that such change in plans includes the
<br />lowering of the highway to ground level in lieu of the previously planned
<br />high level earth embankment type of construction, and
<br /> WHEREAS, such change in the level of the highway would eliminate most
<br />of the objections to the previous plans, the effects of which were deemed
<br />detrimental to the growth and future of the City, such objections being -
<br /> A. that the high embankment across the center of the city would
<br /> divide the city into two halves,
<br /> B. that it would close many streets to north-south traffic,
<br /> C. greatly hinder the fire, police, and ambulance protection of
<br /> the citizens on the south side of the embankment,
<br /> D. greatly hinder the citizens in their free access no all parts of
<br /> the city,
<br /> E. cause great areas of high-priced land to be used for traffic
<br /> circles not needed for roads at ground level,
<br /> F. ruin the value of property immediately adjacent to the expressway
<br /> and between the widely spaced traffic circles, and
<br /> WHEREAS, the abovesaid reported change in plans to ground level will
<br />he of immense value to the city, will counteract to some degree the excessive
<br />and permanent loss of taxabls property, will increase, rather than decrease,
<br />the value of adjoining property, and will allow for, or at least not prevent,
<br />future improvements such as parallel access roads and the growth of business
<br />and industrial sites, therefore
<br /> BE IT RESOLVED, that the Council of the City of Portsmouth concurs with
<br />the Virginia Department of Highways in its reported change in plans for the
<br />Interstate Highway spur from Bower's Hill to the Tunnel entrance which
<br />would lower this section to ground level and consider such change in plans
<br />to be of utmost impornauce to the health: welfare, and security of all
<br />citizens of this City, and
<br /> BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded
<br />to the Virginia Department of Highways in Richmond, Virginia.

<br />On motion of Mr. Walker, referred to a conference of the Council withou~ dissenting
<br />
<br />vote.
<br />
<br /> 61-182 - Motion of Mr. Barnes that the question of a median strip in the center of
<br />Highway 33? be referred to the City Manager was adopted, without dissentin~ vote.
<br />
<br /> 61-183 - A letter from Marion E Tuttle, Business Representative, Portsmouth City
<br />Employeea Local Union 733, concerning the City Manager, was presented, and ou motion of Mr. Barnes, referred to a
<br />conference of the Council. The Manager stated that he had employed counsel to represent him in this matter.
