August 22nd, 1961 <br /> <br />At a regular meeting of the City Council, held on August 22nd, 1961, there were present: <br /> <br />R. Irvine Smith, C. S. Atkinson, Jack P. Barnes, John L. Dillon, W.T. Leery, <br />Georg~ R. Walker, H. g. Weiseman, A.P. Johnson,Jr., City Manager, and J.S. <br /> Livesay, J~., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Smith. <br /> <br /> The Mayor presented a safety_award plaque to the Portsmouth Police Department, which <br />was received by Sergeant Sorrell of the Department. The Mayor also congratulated Joseph Shaeffer, of the Ports - <br />mouth Safety Council, for the educational program of the Council. <br /> <br />Minutes of regular meeting of August 8th, 1961 and called meeting of August 10th,1961 <br /> <br />were read and approved. <br /> <br /> The following reports fr~m ~the City Manager were read: <br /> <br /> 61-236 - "I submit, the attached ordinance and recommend that it be placed on first <br />reading. This ordinance establishes_the procedure for.the operation, of the Community Motor Bus Company when then <br />begin transit operations in ~he City, beginning September 17th, 196i." . <br /> <br /> On motionof Mr. Weisaman, the following ordinance was approved on first reading, with-I <br />out dissenting vote: <br /> "AN ORDINANCE~TOAMEND. CHAPTER 16 OF THE'CODE OF THE CITY OF PORTSMOUTH, <br /> VIRGINIA, 1951, AS AMENDED, BY AMENDING AND REOEDAINING SECTIONS 16-9, <br /> 16-10, 16-14, 16-17, 16-23, 16-36 and 16-51 THEREOF'CONCERNING ROUTES <br /> AHD HEADWAYS OF MOTOR BUSES, REASONABLE RETURN ON INVESTMENT, RATES OF <br /> FARE, PAYMENT IN LIEU OF LICENSE TAXES,. INDEMNIFICATION OF CITY, THE <br /> GRANTING OF A PERMIT AND THE PROVISION OF A BOND AND INSURANCE COVERAGE <br /> AND PROHIBITING THE CARRYING OF INTRA-CITY PASSENGERS-IN CERTAIN CASES" <br /> <br /> 61-237 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This ordinance closes City Park to the public between the hours of 10:00 P.M. and 7:00 A.M. This is <br />being requested due to the vandalism that has been occurring in the park recently." <br /> <br />Motion of Mr. Walker to hear from S.E. Doleman was adopted, without dissenting vote: <br /> <br />Mr. Doleman spoke with reference to proper police protection in the City Park. <br /> <br /> Motion of Mr. Barnes no refer the following ordinance to the Council conference on <br />August 29th, was adopted, without dissenting vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 23 OF THE.CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1951, BY ADDING THERETO A NEW SECTION TO BE NUMBERED SECTION 23-1.1, <br />TO PROHIBIT THE USE OF CITY'PARK DURING CERTAIN HOURS" <br /> <br />as follows: <br /> <br />61-238 - "I recommend that I be authorized to have installed <br /> <br /> High St. between Chestnut St. and Belt Line Railroad <br /> Effingham St., between Queen and South Sts. <br /> Chestnut St. between High and South Sts. <br /> Elm Ave. between High and County Sts. <br /> Sixth Ave. at Queen and County Sts. <br /> <br /> This will require a total of one hundred new lights, <br />the balance on the other streens." <br /> <br />mew MercuryVapor lamps! <br /> <br />sixty to be on High <br /> <br />without dissenting vote. <br />residential areas <br /> <br />Motion of Mr. Weiseman to approve the recommendation of the City Manager was adopted, <br />The City Manager was requested by Mr. Walker to submit a report on the lighting in <br /> <br /> 61-239 - "I submit the attached agreement and recommend the proper city officials be <br />authorized to sign. This is a subdivision agreement concerning the construction of Collinswood Section I. This is <br />necessary due to the construction of a sewer pumping station on this subdivisiohr'! <br /> <br /> Motion of Mr. Walker to concur in the recommendation of the City Manager was adopted <br />without dissenting vote. <br /> 61-240 - "At the last Council meeting, I requested an appropriation in the amount of <br />$10,000.00 for prelinina~y work on the incinerator. I now find we will need about $40,000.00 by the time the bids <br />are opened on September i£th, 1961. <br /> I am requesZing that this amount be placed on first reading, from Capital <br />Improvement Fund and the appropriation made at last meeting be dropped." <br /> <br /> On motion of Mr. Barnes, an appropriation of $40,000.00 from Capital Improvement Fund <br />for said purpose, was approved on first reading, without dissenting roue. <br /> <br /> 61-241 - "Bids were opened on Friday, August 18th, 1961, at twelve o'clock P M for the <br />demolition of the warehouse and pilings adjacent to the Municipal Building.
