Jan~ <br /> <br />Chesapeake Bay Local Assistance Board $38,200 <br />In-Kind Local Match 19.100 <br /> Total $57,300 <br /> <br />29? <br /> <br />While some activities of the grant funded position would not be continued were grant <br />funds not received, a majority of the activities conducted by the Environmental <br />Planner would need to be continued to meet state environmental mandates and local <br />goals for protection of environmentally sensitive lands and improved water quality. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "RESOLUTION AUTHORIZING APPLICATION TO THE COMMONWEALTH OF <br />VIRGINIA FOR A CHESAPEAKE BAY LOCAL ASSISTANCE GRANT. <br /> <br /> WHEREAS, in order to comply with the provisions of the Chesapeake Bay <br />Preservation Act ("the Act"), the City of Portsmouth has been required to implement <br />major changes in its development review procedure, its ordinances, and its <br />Comprehensive Plan, and ongoing expenditures are required of the City in order to <br />ensure continuing compliance with the <br />requirements of the Act; and <br /> <br /> WEHREAS, the Commonwealth of Virginia, through the Chesapeake Bay Local <br />Assistance Department, makes available to localities on a competitive basis certain <br />funds to help defray the Act's implementation costs; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the City Manager be, and hereby is, authorized to make application on <br />behalf of the City of Portsmouth, Virginia to the Commonwealth of Virginia for a <br />Chesapeake Bay Local Assistance Grant in the amount of $38,200 and, upon receipt of <br />such grant, to expend it for the duly required purpose." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />98-18 Adoption of a resolution approving a conference center and hotel for downtown <br /> Portsmouth and authorizing certain actions in furtherance of its formal <br /> authorization, funding, and construction. <br /> <br />Recommendation: <br /> <br />· This resolution authorizes a Letter of Intent for development of a conference <br /> center, hotel, and related parking facilities on the downtown waterfront. <br /> <br />Purpose and Need: <br /> <br />· The conference center and hotel will meet community needs and will generate <br /> significant direct and indirect financial benefits for the City. <br /> <br />Financial Imoact: <br /> <br />= <br /> <br />The anticipated public cost will be in the range of $25 - $30 million, to be paid by <br />bonded indebtedness. <br /> <br />Elizabeth Psimas, 5013 Dogwood Train, spoke in favor of the new conference <br />center and hotel. <br /> <br />Jimmy Spruill, 4297 Hatton Point Lane, spoke in favor of the new conference <br />center and hotel. <br /> <br />Bill Moody, 4417 Schoolhouse Path; representing the Chamber of Commerce, <br />spoke in favor of the new conference center and hotel. <br /> <br /> <br />
