CITY MANAGER'S REPORT - 98-16 Adoption of an ordinance to enact a new Section numbered t3-62 of the Code of the City of Portsmouth pertaining to evacuation of buildings. Recommendation: · An ordinance to enact a new section (13-62), of the Code of the City of Portsmouth, dealing with the evacuation of buildings. Pur_-ose and Need: The enactment of this ordinance delegates authority to certain City officials (i.e. fire officials or police officers authorized by the Police Chief or Deputy Chief) for emergency situations which require the evacuation of buildings. · This ordinance will facilitate establishing additional order and safety in emergency situations, which require the evacuation of buildings. Financial Imoact: · There is no financial impact. Motion by Mr. Martin. and seconded by Mr. Clemons, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO ENACT A NEW SECTION, NUMERED 13-62, OF THE CODE OF THE CITY OF PORTSMOUHT, VIRGINIA (1988) DEALING WITH EVACUATION OF BUILDINGS." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None 98-17 Adoption of a resolution authorizing the City Manager to submit a grant application and sign all necessary documents pertaining to the Chesapeake Bay Preservation Grant. Recommendation: · Approval of a resolution authorizing the City Manager to submit a grant application and sign all necessary documents. Put ose and Need: · Chesapeake Bay Local Assistance grants are provided by the State to help localities off-set Chesapeake Bay Act implementation expenses. The funding is awarded directly to local governments and planning districts on a very competitive basis. The City has been successful in applying for and receiving this grant for the past eight years. Approximately $572,000 in financial assistance funds will be available statewide. We are applying for $38,200. · If the grant is awarded, it will offset some of the costs associated with administering the Chesapeake Bay Preservation Act. Financial Imnact: The grant would be matched with cash match (in-kind) services. The local match will be $19,100 in the form of current department budgeted matching salaries and support services.
