CITY MANAGER'S REPORT - <br /> <br />98-16 <br /> <br />Adoption of an ordinance to enact a new Section numbered t3-62 of the <br />Code of the City of Portsmouth pertaining to evacuation of buildings. <br /> <br />Recommendation: <br /> <br />· An ordinance to enact a new section (13-62), of the Code of the City of <br /> Portsmouth, dealing with the evacuation of buildings. <br /> <br />Pur_-ose and Need: <br /> <br />The enactment of this ordinance delegates authority to certain City officials <br />(i.e. fire officials or police officers authorized by the Police Chief or Deputy <br />Chief) for emergency situations which require the evacuation of buildings. <br /> <br />· This ordinance will facilitate establishing additional order and safety in <br /> emergency situations, which require the evacuation of buildings. <br /> <br />Financial Imoact: <br /> <br />· There is no financial impact. <br /> <br /> Motion by Mr. Martin. and seconded by Mr. Clemons, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO ENACT A NEW SECTION, NUMERED 13-62, OF THE <br />CODE OF THE CITY OF PORTSMOUHT, VIRGINIA (1988) DEALING WITH <br />EVACUATION OF BUILDINGS." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />98-17 Adoption of a resolution authorizing the City Manager to submit a grant <br /> application and sign all necessary documents pertaining to the <br /> Chesapeake Bay Preservation Grant. <br /> <br />Recommendation: <br /> <br />· Approval of a resolution authorizing the City Manager to submit a grant <br /> application and sign all necessary documents. <br /> <br />Put ose and Need: <br /> <br />· Chesapeake Bay Local Assistance grants are provided by the State to help <br /> localities off-set Chesapeake Bay Act implementation expenses. <br /> <br />The funding is awarded directly to local governments and planning districts on <br />a very competitive basis. The City has been successful in applying for and <br />receiving this grant for the past eight years. Approximately $572,000 in <br />financial assistance funds will be available statewide. We are applying for <br />$38,200. <br /> <br />· If the grant is awarded, it will offset some of the costs associated with <br /> administering the Chesapeake Bay Preservation Act. <br /> <br />Financial Imnact: <br /> <br />The grant would be matched with cash match (in-kind) services. The local <br />match will be $19,100 in the form of current department budgeted matching <br />salaries and support services. <br /> <br /> <br />
