Janua_~_Z~271998 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, January 27, 1998, <br />there were present: <br /> <br /> Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., Cameron C. Pitts, James T. Martin, P. Ward Robinett, Jr., J. Thomas <br />Berm III, City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Vice Mayor Johnny M. Clemons opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to approve the <br />minutes of a Called Meeting on January 13, 1998; a Regular Meeting on January <br />13, 1998; and a called meeting on January 20, 1998 and were adopted by <br />unanimous vote. <br /> <br />98 - 14 - Presentations: <br /> <br />· Proclamation presented to Dr. Elizabeth Daniels, President, Portsmouth <br /> Chapter of the NAACP for "African American History Month." <br /> <br />Proclamation presented to Faith Gutierrez, President, Portsmouth Music Study <br />Club for "American Music Month." <br /> <br /> . UNFINISHED BUSINESS - <br /> <br />Consent A_~enda <br /> <br />97-323 Rezoning Permits: <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to adopt the following <br />ordinances and resolution, approved on first reading at the January t3, 1998 <br />Council Meeting, and was adopted by the following vote: <br /> <br />97-323 (b): <br /> <br /> "ORDINANCE APPROVING CERTAIN CITY-OWNED SITES FOR THE <br />INSTALLATION OF COMMUNICATIONS TOWERS AS PERMITTED UNDER <br />CHAPTER 40 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988)." <br /> <br />97-323 (c): <br /> <br /> "ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTIONS 40-52.1 (a) AND 40- <br />52.7 [c)(2), (c)(3), and (c)(10) PERTAINING TO BED AND BREAKFAST INNS IN THE <br />PORT NORFOLK HISTORIC DISTRICT." <br /> <br />98-05 Rezoning and Use Permit: <br /> <br />98-05(a): <br /> <br />"ZONING AMENDMENT ORDINANCE Z-97-16" <br /> <br />98-05(b): <br /> <br /> "RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF AN <br />ANTIQUE STORE AND ART GALLERY AT 233 HIGH STREET. <br /> <br /> WHEREAS, Norman Malden has made application pursuant to <br />Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for <br />the granting of a use permit to operate an antique store (S.I.C. 5932) and art <br />gallery (S.I.C. 841) to be located at 233 High Street, Portsmouth, Virginia, as <br />hereinafter described; and <br /> <br /> <br />
