<br />on first reading. This is for the construction of the Highland Biltmore School and covers the construction
<br />cost, architects fees and equipment. The City Council has authorized the construction of this school au s
<br />previous meeting."

<br /> On motion of Mr. Barnes, an appropriation of $435,000. for said purpose was approved
<br />on first reading~ without dissenting vote~

<br /> 61-298 - "I submit the attached agreement between the firm of Greeley and Mansen,
<br />Engineers and the City of Portsmouth and recommend that the proper City official be authorized ~o sign. This
<br />agreement is for the supervision of-construction and inspection of the new incinerator. This is the same . .
<br />firm that designed the new incinerator.~

<br /> Motion of Mr. Walker to concur in the recommendation of the City Manager was adopted
<br />without dissenting vote.

<br /> 61-299 - "I submit the aEt~ched agreemen5 between the Virginia Electric and Power
<br />Company and the City of Portsmouth and recommend that the proper City officials be authorized to sign. This
<br />is ~or an eesement for the Virginia Electrio sad Power Company to run a power line across City owned property
<br />5o the new incinerator."

<br /> Motion of Mr. Dillon to concur ~n the recommendation of the City Manager was adopted
<br />without dissenting vote.

<br /> 61-300 - "I submit the attached agreement between the firm of Langley and McDonald,
<br />Engineers and the City of Porlsmouth and recommend that the proper City officials be authorized to sign. This
<br />covers the engineering work necessary for the prgposed extension of Crawford Street.
<br />
<br /> Motion of Mr. Dillon to concur in the recommendation of the City Manager was adopted
<br />without dissenting vote.
<br />
<br /> 61-301 - "After the 1948 annexation, the City adopted a policy allowing a two year
<br />grace period before property, owners were charged a sewer fee where sewers were available 5o ~he property and
<br />were not connected. After that period, they were required to pay the sewer fee whether connected or not.
<br />~nere are a few properties in the area recently annexed where sewers are available but the residents have not
<br />connected. I recommend where sewers are available that the property owners be required to pay the sewer
<br />charge after January 1st, 1962 even though they are not connected. This would be the same two year limit as
<br />was applied to the previous annexation.
<br />
<br /> Motion of Mr. Dillon To concur in the recommendation of the City Manager was adopted,
<br />without dissenting vote.
<br />
<br /> 61-302 - "I submit the attached agreement and recommend that the proper City officials
<br />be authorized To sign. This is the Mutual Aid Fire Fighting Agreement between the Norfolk Naval Shipyard and
<br />the City of Portsmouth. It is being submitted as the Secretary of the Navy has requested cersain changes in
<br />the current agreement cow in effect. This has been reviewed by the City Attorney and the Chief of the Fire
<br />Department and will not affect any of the eperational procedures that are now in effect.
<br />
<br /> Motion of Mr. Barnes ~o approve the recommendation of the City Manager was adopted
<br />without dissenting rose.
